Must Haves
7+ years of Business Analysis experience, with at least 3 years in senior BA roles supporting large‑scale digital or identity‑related programs.
7+ years of proven experience developing detailed, testable requirements, translating user stories into clearly defined process flows, workflows, functional capabilities, and implementation‑ready system specifications to support Agile delivery frameworks.
7+ years of proven experience developing and managing detailed data requirements, including data elements, structures, and data flows required to support business, system functionality, and system interoperability.
7+ years of experience working within digital identity, access management, authentication, authorization, or interoperability domains in support of secure digital services.
7+ years of hands‑on experience with Azure DevOps (ADO) for work item management, backlog refinement, and documentation.
Role and Responsibilities
Analyze and decompose workflows, data needs, decision points, and exceptions for the IAA solution.
Identify and resolve inconsistencies across user stories and capability areas.
Research IAM concepts (digital identity, authentication, authorization) to close knowledge gaps.
Define clear, testable acceptance criteria aligned with business rules, architecture, security, and integration needs.
Collaborate across teams to align on requirements, dependencies, and decisions, ensuring quick resolution of gaps.
Ensure documentation quality, adherence to standards, and maintain traceability from requirements to design.
Support Agile delivery by participating in ceremonies and ensuring stories meet Definition of Ready.
Required Skills
Proven ability to write clear, detailed, and testable acceptance criteria for user stories.
Strong experience leading discovery sessions and translating business needs into structured user stories.
Ability to identify, document, and apply business rules, workflows, and dependencies across user stories.
Experience managing and refining user story backlogs, organizing stories into work packages, and tracking status in Agile tools (e.g., Azure DevOps).
Demonstrated ability to work with business and architecture stakeholders to review, validate, and obtain approval of requirements.
Desired Skills
Knowledge of digital identity frameworks such as OIDC, OAuth 2.0, SAML, or NIST 80063.
Experience working in health information management, provider data, or digital health ecosystems.
Familiarity with public‑sector governance, privacy, and cybersecurity considerations.
Proficiency with tools including Azure DevOps, Confluence, Miro/Lucid, Visio, and Excel.
Experience working with solution integrators and large vendor teams.
