About the Role
We are seeking a Senior Technical Business Analyst to support a large-scale operations modernization initiative within Public Safety & Emergency Services.
This role focuses on analyzing current manual processes and identifying opportunities to enhance efficiency through process re-engineering, automation, digitization, and adoption of AI-driven solutions.
Key Responsibilities
Process Analysis & Modernization
• Assess current service delivery workflows and identify opportunities for process optimization and automation
• Apply Lean Six Sigma methodologies to evaluate inefficiencies and recommend improvements
• Develop detailed process maps, baseline metrics, and gap analysis documentation
• Identify opportunities for digitization, workflow redesign, and emerging technology adoption
Stakeholder Engagement & Planning
• Collaborate with multiple business units and stakeholders across PSES divisions
• Partner with technical teams (data, cybersecurity, digital delivery, and IT operations) to align solutions
• Develop and manage project work plans, timelines, and resource requirements
Evaluation & Reporting
• Establish baseline performance metrics (cycle time, effort, error rates, etc.)
• Analyze current-state processes and identify pain points and root causes
• Estimate potential benefits such as efficiency gains, cost reduction, and improved data quality
• Prepare executive-level reports, dashboards, and presentations
Strategy & Recommendations
• Deliver a modernization roadmap and technology adoption strategy
• Provide actionable recommendations aligned with government digital strategy and IMT goals
• Support prioritization of initiatives based on feasibility and business impact
Change Management Support
• Assist with change management planning to support adoption of new processes and technologies
• Engage stakeholders to ensure alignment and successful transition
Mandatory Skills & Qualifications
• Bachelor’s degree in Business, IT, or related field
• 10+ years of experience as a Business Analyst in large-scale transformation initiatives
• Strong experience in process mapping, gap analysis, and business process re-engineering
• Knowledge of Lean Six Sigma methodologies
• Experience working with cross-functional teams and multiple stakeholders
• Strong analytical, documentation, and reporting skills
• Excellent communication and stakeholder management abilities
Preferred Skills
• Experience in public sector or government environments
• Exposure to AI, automation, and digital transformation initiatives
• Experience with enterprise IT teams (data, cybersecurity, digital delivery)
• Strong background in change management and organizational transformation
