JOB SUMMARY


Transportation Planning is responsible for planning and developing Ottawa’s transportation network to serve the needs of residents and support the city’s growth in an affordable and sustainable manner.

Within Transportation Planning, the Transportation Engineering Services Branch is responsible for reviewing development applications to ensure traffic impacts are mitigated, developments are well integrated with the City’s mobility networks, and infrastructure is in place to meet residents’ mobility needs, whether driving, cycling, walking, or using transit. The Branch is also responsible for identifying and implementing intersection modifications to support growth and carrying out functional designs for road renewal and reconstruction projects, applying a complete street lens to create safer, more livable streets that support all modes of travel.

As Program Manager, you plan and manage the day-to-day operations of the branch, leading a team of professional and technical support staff. You are responsible for overseeing all activities within the branch, including procuring and managing consultant assignments; undertaking technical reviews to ensure compliance with relevant policies, guidelines, and standards; preparing Roadway Modification Approval reports; managing circulations to other departments; and engaging with elected officials, interest groups, and the public. You are responsible for the prioritization, coordination, planning, and implementation of the Network Modification program and Intersection Control Measures program, management and oversight of transportation-related front-ending agreements, and management of development-initiated roadway modification applications.

You also oversee the development of transportation guidelines; contribute to interdepartmental projects; recommend priorities for infrastructure funding in the City’s capital budget; and provide oversight and direction as projects are advanced to design and construction.

Additionally, you participate on the Service Area’s leadership team, manage the financial and human resources of the branch, and contribute to the formulation and development of departmental objectives and priorities.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Civil Engineering

Minimum of 8 years of professional experience in the field of transportation, traffic operations, traffic control signals, pavement markings, infrastructure planning, design, project management, construction, maintenance and rehabilitation aspects.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)Certification as a Professional Traffic Operations Engineer (PTOE) with TPCB is desirable

KNOWLEDGE

  • General knowledge of the City of Ottawa and of corporate and departmental policies and procedures
  • Legislation, policies, regulations, guidelines and operational procedures relevant to the operational area
  • Engineering planning, geometric design, traffic operations, traffic control signals, construction/rehabilitation of roadway systems; related national, provincial and municipal engineering standards, including legislation, regulations, codes and by-laws pertaining to environmental impact assessments, health and safety
  • Principles of project management, including work unit costing, cost containment/control and reporting
  • Contract management and contract negotiation techniques
  • Awareness of, and preferably membership in one or more professional associations such as; Institute of Transportation Engineers, Transportation Association of Canada and Ontario Traffic Conference
  • Methods of reviewing, evaluating and selecting consultant proposals and construction tenders to ensure transparency and fairness of the contracting process
  • Computer applications pertaining to project management, database management, spreadsheet, word processing, e-mail and use of the Intra/Internets; general knowledge of software applications pertaining to Total Station surveys and Computer Assisted Design (CAD)
  • Structure and processes of government, including inter-governmental stakeholders (municipalities, provincial and federal governments) and municipal, provincial and federal jurisdictions.
  • Must possess the training, experience and knowledge to organize the work and its performance.
  • Contract document preparation, the tendering process and supervision of field services
  • Supervisory experience and motivational techniques. Working knowledge of corporate human resource policies, practices and collective agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
  • Financial management practices and budget processes
  • Methods used to deal with the media in a professional manner
  • Standards specific to specialty area
  • Equipment operation specific to specialty area
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
