Job descriptionSenior Business Analyst – Project Management Office The Senior Business Analyst plays a key role in delivering technology solutions across Government of Newfoundland and Labrador (GNL) departments. Reporting to Manager of the Project Management Office (PMO) within the Design and Delivery branch of the OCIO, this position serves as a critical liaison between business clients and technical teams. The analyst ensures that business needs are clearly understood, documented, and translated into effective technical solutions, while supporting project delivery from initiation through implementation.
This role requires a practitioner who is comfortable operating in a structured PMO environment while navigating ambiguity, competing priorities, and diverse stakeholder groups.
Key Responsibilities
Lead business analysis activities across the full project lifecycle, from intake and discovery through implementation and transition to operations
Act as a senior liaison between business clients, project managers, and technical delivery teams on complex initiatives.
Elicit, analyze, and document business, functional, and non-functional requirements using appropriate techniques and artefacts.
Develop and validate business and process models (e.g., current/future state workflows, use cases, data relationships).
Support procurement and vendor engagement activities, including RFP development, requirements definition, evaluation criteria, and vendor assessments.
Contribute to solution design by ensuring business requirements are practical, testable, and aligned with user needs.
Support project planning activities by assisting with scope definition, effort estimation, and sequencing business analysis work.
Ensure solutions align with GNL enterprise standards, including security, privacy, accessibility, and financial controls.
Identify opportunities for reuse, process improvement, and continuous improvement across initiatives with techniques such as prototypes and wireframes.
Lead or coordinate functional testing activities, including test planning, user acceptance testing, defect triage, and validation of outcomes.
Produce high-quality deliverables suitable for executives, governance, and audit audiences.
Perform other related duties as required to support project and portfolio delivery.
Screening Criteria
Completion of a diploma in technology or business (equivalencies will be considered)
Demonstrated experience performing business analysis on complex IT or digital initiatives, preferably within a structured delivery or PMO environment.
Demonstrated experience working with multiple stakeholder groups, including business owners, technical teams, and leadership.
Demonstrated experience with business and process modelling techniques.
Experience supporting quality assurance and testing activities (asset)
Assessment Criteria
