Job description
SUMMARY OF THE POSITION A person who provides professional techniques related to common services to institutions. They conduct studies in community management. They analyze and identify the needs of institutions and maintain relationships with them. FUNCTIONS: • Contributes to the effective and efficient daily operational functioning and general administration of Federal Programs and Services as directed by her/his supervisor, and contributes to the administrative management of policies, information, files, actions, and meetings • Conducts policy research, environmental scans, and jurisdictional reviews to support organizational initiatives • Reviews legislative, regulatory, and funding changes and assesses their impact on the organization • Assesses reporting needs to support the administration of Federal Programs and Services and recommends, develops, establishes, and implements appropriate reporting mechanisms • Collaborates with internal and external partners to ensure policies align with organizational goals, community needs, and government requirements • Collaborates in the provision and analysis of statistics, indicators, performance measures, and dashboards, and produces various types of reports • Provides administrative, professional, and technical support, advice, and assistance to the organization for her/his specific function, such as: A. Preparing briefing notes, analytical reports, funding summaries, and policy impact assessments B. Developing tools for monitoring, evaluating, and implementing policy changes C. Tracking amendments, federal program updates, and funding cycle timelines • Provides evidence based recommendations to leadership regarding federal funding utilization, program enhancements, and policy direction • Supports initiatives tied to the JBNQA, including health and social service obligations and collaborative agreements with federal and provincial partners • Monitors national Indigenous policy trends and identifies opportunities for new federal funding; represents the organization at meetings upon the request of her/his supervisor • Participates in the Core Working Group and supports the committee as directed • Collaborates and communicates with all other departments • Provides quality customer service to all individuals and departments • Ensures the execution of her/his duties in accordance with the organization’s procedures and guidelines in order to provide quality services • Carries out any other related tasks upon the request of her/his supervisor

REQUIREMENTS Education: • Bachelor’s degree in Public Policy, Public Administration, Indigenous Studies, Political Science, Business Administration, or related field. • Master’s degree considered an asset. Experience: • 2-5 years of experience in policy analysis, public administration, Indigenous governance, or health and social services. • Experience working with Indigenous Services Canada, Health Canada, or federal funding streams is an asset. KNOWLEDGE REQUIREMENTS • Holder of Traditional Eenou/Eeyou Knowledge at a level appropriate for program development and planning • Strong knowledge of Cree culture and language, and of social and health issues in Eeyou Istchee • Knowledge of current First Nations trends and issues across the country • Strong understanding of federal Indigenous funding structures, including ISC and Health Canada programs • Knowledge of MSSS legislation, regulations, funders, administrative frameworks, and current trends • Ability to interpret legislation, funding agreements, and program guidelines • Ability to identify and analyze administrative system needs in a blended federal/provincial funding context • Strong ability in administrative procedures, program planning, monitoring, and quality assurance, including the development of policies and program manuals • Knowledge of administrative methods and techniques, budget management, data analysis, reporting, and information systems • Ability to conduct data analysis and synthesize complex information • Excellent written and verbal communication skills • Ability to communicate theoretical and practical knowledge for coaching and training • Excellent computer literacy and proficiency with office and research-related applications • Strong leadership, teamwork skills, and ability to work unsupervised • Ability to manage multiple projects simultaneously and develop strong working relationships with colleagues, partners, and community members • Strong critical thinking, organizational, and decision making skills • Practical, attentive to detail, analytical, accountable, resourceful, adaptable, and empathetic LANGUAGE • Fluent in English • Fluency in French is an asset OTHER Valid driver’s license because required to travel to different communities
