Job description
Overview This employment opportunity is open to all applicants. The Nunavut Devolution Agreement, signed on January 18, 2024, requires the GN to restructure in order to assume responsibility for Crown lands, internal waters, and resource development. This position will initially be located with the Devolution Secretariat and will transition to the new department responsible for these functions effective April 1, 2027. This shift supports a broader realignment to strengthen stewardship of mineral development, land management, and freshwater resources under a single mandate. The successful candidate will play a key role in this transition and in establishing the new department, including supporting early implementation and onboarding of future staff. Applicants should be prepared for a dynamic environment with both opportunities and challenges of organizational transformation.

Reporting to the Executive Director, Devolution, the Director of Human Resources, Inuit Employment and Training is responsible for the overall development, implementation, monitoring and evaluation of human resources management activities for the department that will be created as the result of the devolution of authorities over land and water to the Government of Nunavut. The Director provides leadership in the planning, development, implementation, administration and coordination of all departmental human resource activities, including the advancement of Inuit employment goals, works closely with the Department of Human Resources in the areas of recruitment, job evaluation, compensation and benefits, and employee relations, and has accountability and responsibility for approximately six positions within the department, headquartered in Iqaluit, Nunavut.

Responsibilities

Leads the implementation of the Devolution Agreement as it pertains to the integration of federal employees into the GN, including coordinating the intergovernmental partners, ensuring departmental accountability, and establishing and maintaining mechanisms to address post-transfer issues.

Provides strategic planning to increase the number of departmental positions filled, leads in the development, implementation, monitoring and evaluation of the Department’s Inuit Employment Plan (IEP), and implements the Nunavut Post-Devolution Human Resource Development Strategy.

Provides strategic advice to senior departmental leadership, oversees departmental tracking of Inuit employment metrics, identifies trends, risks, and opportunities, ensures the department has a comprehensive orientation package, interprets and applies human resource legislation, and provides expert advice, guidance and support to managers.

Provides leadership, overall direction and coordination to a multi-disciplinary divisional team, supports efficient and compliant staffing, advances the department’s decentralization initiative, monitors, assesses, and reports on human resources activity, develops and fosters networks, represents the department, develops, administers, and reports on the division’s budget, and acts in senior leadership roles as needed.

Qualifications The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in Human Resources Management or a related field, plus a minimum of six (6) years of recent and related work experience, including a minimum of five (5) years of progressive managerial experience. A professional designation as a Certified Human Resource Professional and a proven track record of working effectively with public government and with Northern/Indigenous peoples and organizations would be considered an asset. The Official Languages of Nunavut are Inuktut, English, and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets. Acceptable combinations of education and experience may be considered for this position. Eligibility
