Behind the scenes, but ahead of the curve: help us develop the next-generation public service media organization.

Technology & Infrastructure (T&I) is the backbone and the future-forward arm of CBC/Radio-Canada. Our purpose is to constantly innovate to evolve and maintain the Corporation’s technology and infrastructure. We are the people that make stuff work. We make connections between media content, systems, people and places. We are the space in between.

A place with purpose. CBC/Radio-Canada has always been a highly regarded pioneer of media technology — not just in Canada but around the world. Today, we are transforming ourselves into a modern and agile public service media organization. Technology is the driving force, and we are the team making it happen.

This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Why This Role Is Important

As an Application Lead Developer, you will have a primary focus on numerous projects in Business Applications in the Enterprise Application Development team. You will bring expertise in .Net and/or other programming paradigms and will consult/collaborate with other Lead Developers and our Solution Architects to support application development work across products, platforms and teams.

You will play an important role in leading the development process within a product team. This includes supporting and continuing to shape our technical design, quality management and review practices, as well as optimizing the delivery and release pipelines that get our apps to production. You will be part of a team that values growth, excellence and innovation. We will bring out the explorer, challenger and trailblazer in you, but we are also grounded in sustainable, extensible and holistic approaches.

Development leads represent the developers in the team. Our developers need leads to mentor, coach and review their work. You will also be asked to help validate the technical feasibility of a design or solution and collaborate with product managers, architects and other stakeholders in and outside of the team. Your work not only helps us maintain the quality of our products, but also the operational excellence of our teams through your contribution to the release process and incident management.

Here’s why we should work together:

Our application team’s values - collaboration, learning, and continuous improvement - embody who we are as a people-focused, digital-forward employer. We follow lean startup principles and use an Agile approach. Our dedicated people managers work closely with every individual to ensure we are leveraging their strengths, championing their ideas and supporting their pursuit of new skills and their desired career progression.

Here at CBC/Radio-Canada Enterprise Application Development, we want you to be happy and feel good at work. It is essential that work be a safe space where our employees are able to share their authentic selves with one another and to push each other to challenge conventions.

Perks you can look forward to:

  • Flexible work schedules, allowing you to prioritize yourself, your family and your work.
  • Flexible work from home policy.
  • Learning and development training as new tech needs arise.
  • Opportunities to work with cutting edge technology.
  • A defined-benefit pension plan.
  • Opportunities to become a member of our Employee Resource Groups.
  • A creative and dynamic work environment, where your ideas and contributions can be heard, valued and respected.
  • A supportive management team committed to upholding the highest standards of diversity and inclusivity.
  • An environment which favors experimentation and an iterative approach in order to achieve the highest form of technical innovation.

Your responsibilities as a Lead Developer may include the following:

  • Lead and enable an application development team to deliver and support software application products.
  • Work with developers and product owners to ensure implementations/approaches are cohesive and align with the system design and technical requirements set by the Solution and Software Architects and result in prioritized work to deliver value in each sprint/product increment.
  • Lead design and code reviews.
  • Mentor developers.
  • Manage scoping and prioritization.
  • Manage release processes (testing, release management with QA, debugging and bug fixes), deployments and incident reviews.
  • Provide input and feedback on technical decisions, taking ownership when it needs to happen.
  • Promote software development best practices and help the team maintain robust, testable, maintainable, high-quality and high-performing code.
  • Collaborate with UI/UX designers to deliver the best possible audience experience and enable inclusive and accessibility-first design.
  • Engage in quality management activities.
  • Collaborate with other technical leaders, including the Solution and Software Architects, to align our technical and business strategies.
  • Openly communicate with team members on an ongoing basis, being supportive and receptive to feedback and questions.
  • Actively contribute to our communities of knowledge, practice and expertise.

You are an experienced technical leader looking to apply and build upon your skills in the following ways:

  • Leading the design, development and maintenance of our Business Applications portfolio.
  • Working with developers and product owners to ensure implementations/approaches are cohesive and align with the system design and technical requirements set by the Technical Architect.
  • Promoting software development good practices: reviewing pull requests; encouraging knowledge sharing and collaboration; and helping the team maintain testable, maintainable, high-quality and high-performing code.
  • Coordinating and supporting development activities like coding, testing, release management with QA, debugging and bug fixes.
  • Collaborating with product owners, UX/UI leads and architects to assess feasibility of proposed changes/features and helping break down, clarify and prioritize work to deliver value in each sprint/product increment.
  • Promoting open communication and dialogue with team members on an ongoing basis, being supportive and receptive to feedback and questions.
  • Participating in 24/7 rotational on-call support of internal applications and identity opportunities to develop monitoring tools and/or training to phase out this support.
  • Understanding the importance of accessibility and knowing what it takes to meet the needs and inclusivity of all users.
  • Having strong experience with Azure and developing cloud-native solutions using such design patterns as CQRS, event sourcing and anti-corruption layers.
  • Being a true believer in the DevOps mentality, aspiring to improve the team’s DORA metrics, automate tests and deployments and shorten feedback loops between clients and the development team.
  • Having a mentoring style that promotes innovation and collaboration using such techniques as mob programming and liberating structures, and using such tools as Lucidspark or Miro.
  • Having an opportunity to join a company with a mission, value set and tech-forward approach that aligns with your own — a place where knowledge-sharing guides your learning.
  • Having expertise with application authentication mechanisms and SSO requirements.<
  • Wanting to be part of a fun team, engaged in a continuous learning culture, where you can take on new challenges and be a significant contributor to engaging our Canada-wide audience.

What You Bring

  • Seven or more years’ experience in a senior application development role and a demonstrated ability to provide technical and team leadership for other developers.
Degree (BA, BSc) or diploma in a software development, science or engineering discipline, or skills acquired through experience and other means.
  • Strong experience with mentoring and giving guidance to other developers.
  • Experienced in leading coding standards, quality management, source code management, CI/CD pipelines, release management, software development lifecycle and Agile best practices.
  • Strong experience with relational and non-relational databases.
  • Excellent communication skills, with the ability to facilitate technical discussions and solicit buy-in on technical decisions.
  • Solid command of spoken and written French and English.
  • A problem solver and good communicator who takes ownership of the work they do, sees problems as opportunities and shares new ideas.
  • A dynamic individual who loves to learn and connect with others and is comfortable working with remote team members.
  • Extensive knowledge in C#, .Net and the Microsoft software development ecosystem.
  • Knowledge of Python an asset.
  • Good knowledge of front-end web application development tools like Angular.
  • Strong knowledge of cloud computing service models (IaaS, PaaS, SaaS) and applicability within Microsoft Azure, in particular Azure Functions (serverless and durable).
  • Expert knowledge in multiple CI/CD platforms such as Jenkins, Azure DevOps or Github Actions.
  • Ability to stay current with the latest technologies, trends and development approaches and architectures while maintaining commitments to projects and support requirements.
  • Advocate for diversity, equity, inclusion and accessibility in your workplace and understand the positive advantage this commitment gives to your work.

Candidates may be subject to skills and knowledge testing.

We thank all applicants for their interest, but only candidates selected for an interview will be contacted.

As part of our recruitment process, candidates who advance to the next

step will be asked to complete a background check. This includes:

  • A mandatory Criminal record check.
