JOB SUMMARY

The Anti-Racism, Women and Gender Equity unit is responsible to lead the development, planning and implementation of integrated corporate-equity frameworks at the City of Ottawa.

You will oversee the development and implementation of City-wide initiatives on behalf of the service area and department to promote equitable, inclusive and sustainable service delivery for a diversity of residents, and co-lead initiatives and strategies with equity-deserving groups by exercising cultural understanding to influence systemic and structural change in the organization and community.
You will work within the organization, including with, internal City departments and with the community to achieve racial and and gender equity in municipal services, policies, and programs in order to strengthen and further advance the City’s commitment to achieve equality.
You are responsible for managing, evaluating and improving, Council and department directed strategic programs, services, projects, partnerships and relationships, related action plans, policies, guidelines, systems, processes and procedures, this includes:

Equity Frameworks, which may include integrated strategies, plans or actions for:

  • Anti-Racism
  • Women and Gender Equity
  • Diversity and Inclusion
  • Older Adults
  • Youth and other equity-seeking groups
  • Equity-based social research and policy planning/analysis
  • Disaggregated data strategies
  • Environmental scans, data gathering and analysis
  • Community needs assessments to identify service gaps and barriers
  • Staff engagement to identify systemic and structural issues
  • Strategic planning, and leadership to address service gaps and barriers
  • Public engagement, events and facilitation
  • Stakeholder/partner outreach and relationship management
  • Community and internal partnership development to advance common priorities
  • Performance management, monitoring, evaluation, and reporting on strategic and operational equity and diversity performance indicators and objectives
  • Innovative tools to promote knowledge exchange

Programs, services, projects and activities include:

  • Leads the development, planning and implementation of an integrated corporate- equity framework
  • Develops and lead City-wide initiatives on behalf of the service and department to promote equitable, inclusive and sustainable service delivery for a diversity of residents, and co-lead initiatives and strategies with Indigenous community stakeholders and equity-seeking groups
  • Demonstrate cultural understanding to influence systemic and structural change in the organization and community
  • Identifies and addresses anti-racism, equity and inclusion barriers related to municipal services, policies, and programs in order to strengthen and further advance the City’s commitment towards anti-racism, equity and inclusion.
  • Stakeholder/partner outreach and relationship management and partnership development.
  • Develops, implements and monitors the City’s Anti-Racism strategies
  • Evaluates the progress of the Women and Gender Equity strategy within the City’s programs and plans
  • Develops innovative tools to promote knowledge exchange with diverse populations
  • Supports various projects and transformational strategies and initiatives for the City that relate to Anti-Racism, Women and Gender Equity


You are also responsible for managing the unit’s human (including contracted services) and financial resources, and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of a 4 year university degree in social work, social sciences, business or public administration or other related field

Minimum of 3 years of related experience in the public service environment, including municipal or community-based services with lived experience in relation to equity derserving groups, including a minimum of 2 years in the management of human and financial resources

KNOWLEDGE

  • The City of Ottawa’s organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • Trends and developments in advancing Anti-Racism, equity and inclusion work within a corporate environment
  • Business administration concepts, theories, principles and methodologies
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City of Ottawa
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • Ability to exercise and demonstrate cultural understanding including a demonstrated understanding of intersectionality, namely how racism, gender, etc. intersects with other identities including gender identity, sex, religion, sexual orientation, ability/disability, family status, etc.
  • Understanding and knowledge of the negative impacts of colonialism, racism, oppression, and other forms of discrimination on specific individuals and communities.
  • Understanding of how racism and inequities have been mainstreamed within organizations.
  • Ability to apply racial and gender lens in decision making process
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
