New Value Solutions, a national IT consulting company, is seeking a Business Analyst to help business users understand their respective business processes and resolve issues using technology, processes, people, and structure. This position plays an integral and strategic role in organizational success by supporting the business in making informed strategic decisions.
The resource will be responsible for managing business requirements and must ensure that requirements are met by project managers, built by software developers, delivered effectively by a secure system of networks, tested by quality control, managed by the data owners, and accepted by the customers and stakeholders.
Responsibilities:
- Apply a business analysis framework for success.
- Document Business Process and Workflow Models (As-Is and To-Be).
- Document Use Cases based on Business Process and Workflow Models.
- Effectively analyze information, problems, situations, practices or procedures.
- Elicit, document, manage and communicate functional and non-functional requirements throughout the project lifecycle.
- Analyze business requirements and translate into business rules.
- Define and scope the business problem or opportunity and identify solution and/or alternative solutions.
- Verify that the solution meets the requirements and quantify the benefits and costs of each solution.
- Identify any risks, issues and assumptions with the solution and contribute to an effective control and risk management process.
- Work closely with technical teams to ensure their translation of requirements to solutions meet the needs of the users and integrates into the overall GOS architecture.
- Act as a liaison between technical teams and SME's.
- Research, develop, and recommend the implementation of new approaches and technological solutions for data and integration services.
- Create and document feasibility studies, business cases, technical assessments, RFP/RFI requirements, project charters, user manuals, system manuals, policies, processes and procedures.
- Create and manage a robust plan for testing that ensures the end product supports business processes.
- Create, coordinate and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
- Perform as Test Lead, to guide the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced and functional in the finished system.
- Provide quality assurance in relation to the accuracy and integrity of the information provided in the solution.
- Facilitate meetings and workshops with internal and external stakeholders.
- Prepare and deliver presentations to internal and external stakeholders.
- Preparing the business for change by conducting organizational readiness activities.
- Develop training, training materials and facilitate training for both technical and non-technical audiences.
Requirements:
- 6+ years of experience as a Business Analyst supporting business transformation initiatives within a public sector or similarly regulated environment, where work was performed within formal governance, policy, and accountability structures.
- Experience leading and facilitating business process discovery and requirements‑gathering workshops to elicit, analyze, and prioritize business and technical requirements in alignment with business priorities for IT or digital initiatives.
- Experience applying a technical understanding of IT solutions to effectively translate and communicate technical concepts to both technical and non‑technical stakeholders across multiple organizational levels on IT or digital initiatives.
- Experience preparing business analysis deliverables that directly support solution design, testing, and implementation, including use cases, user stories, and test‑support documentation, derived from documented business processes.
- Experience analyzing business requirements and translating them into clear, testable business rules to support solution design, configuration, and decision‑making on IT or digital initiatives.
- Experience defining and articulating business problems or opportunities, establishing clear business outcomes, and evaluating solution options to support decision‑making on complex IT or digital initiatives.
- Experience coordinating and executing test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
- Experience preparing the business for change by conducting organizational readiness activities.
- Experience developing training, training materials and facilitate training for both technical and non-technical audiences.
- Experience working with Microsoft Power BI and Microsoft Azure DevOps is considered an asset.
- CBAP certification is required.

The hourly rate range for this position is $80 - $100, with the final rate based on consultant experience and fit for the role.
