Summary of Duties: Under the direction of the Director of Infrastructure, the Infrastructure Project Manager is responsible for planning, organizing, directing, controlling, and evaluating infrastructure and capital projects from start to finish. This includes renovations, upgrades, maintenance programs, replacements, and new construction projects. The role ensures projects are delivered in accordance with approved scope, schedule, budget, quality standards, and applicable regulatory requirements, while supporting the overall development and oversight of the Infrastructure Department.
Key Deliverables and Expectations:
Work closely with the Director of Infrastructure to develop short- and long-term infrastructure and capital plans, including departmental priorities.
Plan, coordinate and manage infrastructure and capital projects, including water, wastewater systems, roads, drainage, and flood protection works.
Develop project scopes, cost estimates, schedules, and procurement strategies.
Present project updates and recommendations to senior leadership and occasionally to Chief and Council.
Prepare and manage Requests for Proposals (RFPs) and tender processes for engineering consultants, contractors and suppliers.
Support the preparation of infrastructure funding applications and proposals.
Ensure compliance with funding program requirements and reporting obligations.
Track project budgets and funding allocations and assist with progress and financial reporting.
Manage contracts and oversee consultant and contractor performance to ensure compliance with project specifications, schedules, and budgets.
Coordinate construction activities and monitor progress to ensure projects are completed according to approved designs, quality standards, and timelines.
Monitor contractors compliance with safety policies, environmental standards and applicable laws.
Conduct site visits and work with contractors and consultants to resolve technical, schedule, or performance issues.
Ensure all required permits, approvals, and regulatory requirements are obtained in a timely manner to support safe and compliant project delivery.
Combination of office work, field inspections and construction site visits.
Occasional evening or community meetings may be required.
Regular coordination with contractors, engineers, and internal departments.
Ensure the proper and timely handover of completed projects, including occupancy requirements, close-out documentation, deficiencies, and compliance with applicable building and industrial codes.
Perform other related duties as assigned.
Experience and Attributes:
Post-secondary education in Civil Engineering, Construction Management, Project Management, or a related field, or an equivalent combination of education and experience.
Project management training or certification an asset.
Minimum of 5 years of experience managing large-scale infrastructure and/or capital projects, preferably within civil, municipal, Indigenous, or public-sector environments.
Demonstrated ability to read and interpret technical reports, architectural drawings, specifications, contracts, and construction-related documents.
Experience delivering infrastructure projects for Indigenous communities or local governments.
Proven experience developing project scope, budgets, schedules, procurement documents, and progress reporting, with proficiency in project management tools and software.
Knowledge of the BC Building Code and other applicable regulatory, safety, and environmental requirements.
Experience with procurement processes, including RFP development, tendering, contract negotiation, and contractor management.
Strong written and verbal communication skills in English.
Ability to work independently and collaboratively as an integral member of cross-functional teams.
Strong understanding of civil infrastructure construction including water, wastewater, roads and drainage systems.
Strong proficiency in Microsoft Word, Outlook, Excel, and PowerPoint.
Professional, respectful, and effective indealings with leadership, staff, contractors, consultants, community members, and external stakeholders.
Knowledge of, and respect for, Lil’wat Nation territory, culture, and history is an asset.
Must be able to provide a clear Criminal Record Check, including the vulnerable sector, if required by the role.
Valid BC Class 5 Driver’s License, clean driver’s abstract, and reliable transportation.
