Job Summary The incumbent will supervise, mentor, and support a team of Contract Administrators, providing technical leadership across maintenance and infrastructure projects, managing contracts, and ensuring safety, health, and environmental requirements are met.
Key Responsibilities
Supervise, mentor, and support a team of Contract Administrators.
Provide technical guidance and coordinate with stakeholders to define project scopes, timelines, and budgets.
Coordinate with contractors and service providers to schedule and execute maintenance and infrastructure activities with minimal disruption.
Oversee management and infrastructure safety and health requirements, including hazardous waste handling in collaboration with the HSE Environment Group.
Perform regular site and grounds inspections, develop estimates, and recommend remedial work when required.
Lead contract renewal processes, reviewing scope of work and providing technical recommendations for changes.
Lead or contribute to the Request for Proposals (RFP) process, including contract evaluation, preparation, and tendering.
Qualifications
Education : College diploma in Architecture, Mechanical Engineering, Electrical Engineering Technology or a related discipline.
Experience
(required):
Significant experience supervising technical or administrative staff, including assigning work and providing coaching.
Experience managing multiple service contracts, including scope development, tendering (RFP preparation and evaluation), and contractor performance monitoring.
Experience coordinating and overseeing infrastructure maintenance, repair, and recapitalization projects including scheduling, budgeting, and compliance with building codes.
Experience managing hazardous waste storage, removal, and disposal processes in compliance with WHMIS, Occupational Health and Safety, and Transport of Dangerous Goods regulations.
Experience applying project management principles to plan, execute, and close projects within budget and schedule.
Experience inspecting facilities, grounds, and building systems to identify deficiencies, recommend remedial action, and prepare cost estimates.

Experience with federal procurement and contracting policies.
Experience overseeing site infrastructure systems (roads, watermain distribution, storm and sanitary systems, fire protection).
Experience managing grounds maintenance services, including snow removal, vegetation management, and pest control.
Experience responding to infrastructure emergencies and implementing emergency preparedness plans.
Experience using Microsoft Office and SAP ERP for project tracking.
Significant experience defined as 2–6 years of relevant experience.
Reliability Status: required background verification over a 5‑year period.
Language Requirements: Bilingual Imperative BBB/BBB.

Technical Competencies :
Proficient in federal procurement processes and RFP development.
Strong knowledge of policies, legislation, and terminology related to service contracts.
Knowledge of building codes, construction safety standards, and best practices for maintenance projects.
Knowledge of site infrastructure systems and hazardous waste handling regulations.
Ability to plan, coordinate, and manage multiple projects concurrently.
Ability to develop cost estimates, prepare specifications, and provide recommendations.
Ability to conduct site inspections and recommend remedial actions.
Ability to manage contractors for quality, safety, and compliance.

Compensation $83,435 – $107,838 per annum, with a Bilingualism Bonus of $800 per year for eligible candidates.
