Main Purpose and Function
The Engineering Project Coordinator works as part of a team with the staff in the Waterworks Design Branch and the Waterworks Operation Branch to coordinate assigned waterworks construction projects, develop work schedules in conjunction with contractors and Waterworks Operations staff, monitor work progress and project costs, perform field reviews and liaise with and provide approved direction to a wide variety of internal and external contractors.
The position reports to the Technical Supervisor – Engineering and works closely with Waterworks Operations, Development and Major Projects Branch, Engineering Project Delivery, Utilities Management Branch, and various branches across Engineering. Also liaises with external organizations such as Metro Vancouver, BC Hydro, and other third party agencies.
Specific Duties and Responsibilities
Acts as a liaison and coordinator between Waterworks Design, Waterworks Operations and/or external construction contractors; prepare project schedules and monitors budgets; chairs meetings related to assigned projects; reviews plans and working drawings at various stages for conformance to project guidelines and established standards; monitors work progress
Prepares and maintains a variety of materials such as records, technical and status reports, correspondence, tracking lists, and project specifications; reviews all invoices, change orders and other payment claims for accuracy, recommends approval or investigates discrepancies
Conducts field reviews; ensures that all work is performed in accordance with contractual terms and established regulations; arbitrates minor disputes regarding contract interpretations, construction practices, standards, and methods; reviews and advises on proposed changes; monitors and assesses construction progress
Prepares thorough, clear, and actionable daily field reports of each assigned project; provides an accurate snapshot of the day’s activities, observations, and discussions that require project documentation or attention from the Technical Supervisor – Engineering or project team
Accurately input, validate, and manage large volumes of data into organizational databases and systems, ensuring all information is processed in compliance with City of Vancouver policies and data integrity standards.
Assist in the preparation, review, and administration of construction contracts, ensuring compliance with City of Vancouver policies, requirements, and standards.
Establishes and maintains liaison with a variety of internal and external contacts; provides information direction and assistance to other department staff, the public, consultants, contractors, engineers, utility companies and other agencies on engineering requirements, policies and related matters; coordinates and attends predesign and preconstruction meetings
Communicates and corresponds with the public, private companies, outside agencies and other City branches
Other duties/responsibilities as assigned
Qualifications
Education and Experience:
Graduation from an Institute of Technology with a diploma in Civil and Structural Technology, including or supplemented by courses in project management, plus considerable field experience in utility construction projects or related experience, preferably in a municipal setting, or an equivalent combination of training and experience
Valid Class 5 B.C. driver’s license is required, without any restrictions that would affect the ability to carry out job responsibilities legally and safely. Applicants must provide a copy of the following documents for the past 5 years (issued within the past 14 days): ICBC Commercial Driving Records Abstract (N-Print)
ICBC Insurance & Claims History
If you have less than 5 years driving experience in BC, please also provide the equivalent documents from outside of BC for the past 5 years
Knowledge, Skills and Abilities:
Sound knowledge of the methods, practices, materials, tools and equipment used in construction and installation of municipal utilities
Sound knowledge of engineering mathematics, and of municipal engineering plans, specifications, contract documents and data related to municipal utility works
Sound knowledge of the fundamentals of budgeting and standard costing procedures as related to engineering programs and operations
Some knowledge of computer applications and capabilities as related to the work performed
Knowledge of Professional Governance Act (PGA), and the City of Vancouver Engineering Quality Management System (QMS) and Project Management Framework (PMF) requirements, and ability to apply to daily work
Knowledge of contracting administrating, contract management, or similar fields
Skill in the use of manual and computer assisted drafting tools and equipment
Ability to act as a liaison and coordinator for design and construction projects
Ability to review, analyze, assess and interpret plans, specifications, contracts and other materials related to municipal utility works
Ability to deal effectively and tactfully and maintain cooperative working relationships with a wide variety of internal and external contactors
Ability to prepare and maintain reports, records, correspondence and various other material related to the work
Ability to plan, assign, review and supervise the work of others engaged in related work
Good organization skills to work in an environment with tight deadlines and competing priorities.
