This position is currently listed as "Hybrid" and consultants will be required to work onsite at the work location 3 days a week and 2 days from home, or as per schedule agreed to with the Hiring Manager.
Extension/Amendment Attestation:
Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. The Statement of Work (SOW) shall expire on March 31, 2026. HSC may exercise its option(s) to extend an SOW beyond March 31, 2026. Such extension(s) will be allowable only if the Master Service Agreement is extended beyond April 5, 2026 and be upon the same terms, conditions and covenants contained in the SOW.

Responsibilities
Lead the design, infrastructure architecture transformation and testing of the DHDP platform while maintaining alignment with DHIR, DHDP and iPHIS
Work to introduce and sustain a comprehensive technology platform, technical strategy and integrated architecture, to improve the structure and efficiency of the PHS solution portfolio
Work with PHS, Ontario Health, IBM, Oracle and other vendor partners to ensure continued availability of a comprehensive technology platform, technical strategy and integrated architecture, to improve the structure and efficiency of the technical platforms and applications via web, mobile and the cloud
Be a liaison between the branch and external stakeholders, including Ontario Health, IBM Canada, RedHat, Docker, Sematext, AWS and Oracle Canada
Apply the best practices in design, build, development and deployment, to meet the functional and non-functional requirements, adhering to GO-ITS and Ontario Health 2.0 standards and internal branch standards and in some cases proposing amendments to those standards
Define and design infrastructure, mobile, software, hardware and network requirements
Develop agreed-to solutions and implementation of those new systems
Design, test, install and monitor new systems
Anticipate and resolve problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
Identify conflicts and communicate deliverable conflicts or issues to the engagement lead or client manager
Build positive relationships by developing an understanding of business and deliverable needs
Identify project and strategic risks and provide mitigation strategies
Provide the quality assurance/quality control of specific deliverables by overseeing junior staff
Act as the senior technical advisor/expert, coordinate all aspects of a specific deliverable, including the supervision of vendors/consultants where appropriate
Develop mechanisms, frameworks, processes and procedures for implementing the deliverables
Work with business analysts to translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs and define project scope
Assist with the development of business requirements
Clarify clients system specifications, understanding their work practices and the nature of their business
Liaise with staff at all levels of clients organization
Analyze I&IT requirements and give independent and objective advice on the use of I&IT
Prepare reports, presentations, including options, recommendations, implementation plans, designs, strategies and change-management options, etc.
Present solutions in written or oral reports
Prepare documentation and presents progress reports to management as required.
Public Sector Experience 5%
5+ years of experience working with federal/provincial/broader public-sector healthcare providers
Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices
Ability to produce technical documentation that comply with industry standard practices
In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies
Knowledge and understanding of Ministry policy and IT project approval processes and requirements would be an asset
Demonstrated experience with GO-ITS Digital Health and Ontario Health standards
Extensive knowledge of the Ontario Health Technology landscape in Ontario
Extensive knowledge of Ontario health building blocks such as the Client, Provider, Consent and User Registries
Knowledge of the Public Sector TRA, and Architecture Processes would be an asset
Knowledge of the Ontario Health HIAL and Blueprints
Knowledge of Master Data Management solutions as they related to Health Care and the Ontario Health Client and Provider registries
Extensive experience with health care IT systems and standards in Ontario
Extensive knowledge of the Immunization, Pharmacy, Lab, Drug domains as well as other health domains in general
Experience with government IT systems and processes.
Technical Skills 40% 10+ years of experience in the following:
1. Design and Implementation:
Working experience in delivering Maximum Availability Architecture Solutions. Must have implementation experience with Oracle T7, Backup and Recovery Appliance and Oracle OVM server farms
Experience in agile methodologies for the analysis, design, development and implementation of solutions in large complex environments
Knowledge of emerging IT trends and directions in the development of mobile, web services, and web-based technology
Proven working experience of emerging IT trends and directions related to hybrid, on premise and Cloud development and implementations based on Platform as a Service (PaaS) solutions as well as container as a service (CaaS) technologies
2. Solution Delivery:
Experience implementing comprehensive PKI and multi-factor authentication solutions in complex environments including Single sign on approaches.
3. Architecture and technical team leadership:
Experience using HL7 related standards such as HL7 FHIR, HL7V2, V3 HL7-CDA, IHE-XDS/SCR, and knowledge of terminology standards such as SNOMED-CT and LOINC. Must have implementation experience with HL7-FHIR
Experience leading a team of developers and architects.
