Qualifications

University degree in Civil Engineering

Familiarity with municipal engineering design guidelines and the Ontario Provincial Standards and Specifications as well as the American Waterworks Association Standards

Familiarity with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Safe Drinking Water Act, Ontario Water Resources Act, Lakes and Rivers Improvements Act, Drainage Act, Public Transportation Highway Improvement Act, etc.

Responsibilities The Development & Infrastructure Engineer is responsible for the review of all engineering facets of development proposals submitted to the Municipality of Port Hope, including Plans of Subdivision/Condominium applications, Site Plan applications, Committee of Adjustment applications, and Official Plan and Zoning By-Law Amendment applications. Additionally, this position supports the growth readiness work for the Municipality with special consideration to the growth impact of the potential Port Hope New Nuclear project, including planning and coordination of growth-related infrastructure. The position also provides guidance on capital budgeting, land use changes, financial impact assessments, development charge studies and by-law updates, and integration of updated master servicing and infrastructure requirements into key planning documents.

DEVELOPMENT

Provides engineering reviews of subdivision/condominium plans and site plan developments with respect to Municipal best practices and design standards, specifications, by-laws and accepted engineering practices, and comment on same.

Determines and comments on the engineering requirements for subdivision agreements and site plans.

Provides engineering reviews of Official Plan, Zoning By-Law, and Committee of Adjustment applications with respect to Municipal policies, standards, specifications, by-laws and accepted engineering practices, and comment on same.

Provides guidance to municipal field staff and developer’s engineer during the construction phase of subdivision and site plans as issues may arise.

Ensures that the Municipality’s procedures, policies, requirements and standards pertaining to the engineering review of development applications are current, relevant and adhere to legislated requirements.

Approves final engineering design drawings for subdivision projects.

Comments on and subsequently approves proposals and changes during both review and construction phases.

Liaises with Works & Engineering to co-ordinate development and capital projects as the main point of contact.

Manages preparation and oversees implementation of development–related reports and studies.

Ensures integration of new development data into the Municipality’s GIS system, including connection of electronic documents to associated properties.

Develops, implements and oversees policies related to development.

Engineering review and commenting duties, focusing primarily on the following elements:

The design of new road and reconstruction of existing roads, including the verification of survey data, establishment of preferred vertical and horizontal alignments, production of profiles and cross sections and design of traffic signal/signage control infrastructure.

The design of storm and sanitary sewers and stormwater management facilities including the establishment of catchment areas, design parameters, background technical reports, design calculations and design drawings.

The design of watermains and appurtenances including hydrants, valves, bends, restraints, water services, design drawings and calculations.

The verification and acceptance of the engineering drawings for subdivision and site plan projects.

The verification of cost estimates for the construction of subdivision and site plan projects.

Co-ordinate inspections, document, release to maintenance, and assumption of infrastructure

The verification and acceptance of the final as-built engineering drawings for subdivision and site plan projects.

INFRASTRUCTURE

Responsible for Municipal Asset Management Planning, including data validation, condition assessments, levels of service, service risks, lifecycles, operations, maintenance, and replacement cost, as well as reviewing and making recommendations regarding the Municipality’s Asset Management Plan. This position is a member of the Asset Management Team which coordinates the ongoing development of Municipal Asset Management Planning.

Provides input or controls detailed valuation, capacity analysis, and predictive modeling of future municipal infrastructure requirements, incorporating lifecycle cost assessments and demand projections.

Tracks growth metrics and monitors development pacing to align capital project execution with infrastructure readiness, ensuring scope, timing, and funding strategies are consistent with cost-recovery frameworks; provides periodic statistical, financial, and engineering performance analyses to inform strategic decision-making.

Collaborates with Ontario Power Generation’s and other engineers on nuclear plant and co-located industry servicing and infrastructure requirements.

Responds to requests for technical review and comment from external agencies and/or various levels of government on projects that may have direct or indirect impact on the Municipality’s growth-readiness planning.

OTHER

Works closely with Works & Engineering, Environmental Services, and Finance Department Staff, and seeks and applies input in carrying out work duties

Provides timely, accurate information to the Director, and responds to the decisions and directions generated by same.

Skills and Abilities

Broad knowledge and experience of municipal engineering design

Thorough working knowledge of various development processes and agreements, engineering principles, standard and best practices, materials and methods of construction, with considerable knowledge of other related branches of engineering, including project management practices and asset management principles

Knowledge of financial reporting processes, including budget preparation, budget controls, and expenditure tracking and forecasting. Experience in preparation and interpretation of financial reports as well as reporting on key performance indicators

Demonstrated excellent organizational, analytical and problem-solving skills

Skilled in strategic planning, change management, and optimizing business delivery

Demonstrated excellent interpersonal skills including diplomacy and time & project management to effectively manage staff and to work with stakeholders

Proficient in a computerized office environment with experience in use of Microsoft Office as well as Adobe Acrobat and engineering design software

Ability to utilize GIS to illustrate and support phasing of growth-related infrastructure projects that address development requirements and population growth.

Ontario Class "G" Drivers’ license and clean driver’s abstract.

Other

Licensed as a Professional Engineer (P. Eng) in the Province of Ontario

Certification as a Project Manager Professional (PMP) with the Project Management Institute is an asset

Minimum 3 years of municipal engineering experience
