Job description
Established in 1960, Cypress View Foundation (CVF) has a rich history of serving the seniors of Medicine Hat, Alberta. Over the years, they have expanded and renovated facilities to meet the evolving needs of residents. Currently, CVF offers three types of senior housing: 51 self-contained apartments for independent living, 111 lodge accommodations with meals, housekeeping, and care services, and 45 Supportive Living Level 3 units for seniors requiring 24/7 medical and personal care. CVF collaborates with Alberta Health Services (AHS) to provide health care services and Care Plans for residents. The Cypress View Foundation is a “Tri-Municipal” organization. It includes two board representatives from each of the participating (funding) municipalities, the Town of Redcliff, the City of Medicine Hat, and Cypress County. Representatives are Councilor’s appointed by their respective Councils. Mandate The Cypress View Foundation is a tri-municipal non-profit organization that offers affordable living to eligible seniors in a supportive and caring setting. The ideal candidate must be a leader. A leader of initiatives, people, operations, partnerships and community relationships. Most of all, they will have a passion for excellence in seniors’ care. POSITION SUMMARY

The Chief Administrative Officer (CAO) is responsible for the entire operation of the Foundation and accountable to the Board of Directors. The position is out-of-scope and will manage the leadership team to create, effectively deliver and foster a collaborative workplace environment to meet the Mandate of the Foundation through its Strategic Business Plan and core business strategies. The CAO also oversees the day-to-day operation of the organization, which requires a high level of interaction with tenants, the Board, staff, contracted service providers, government officials and the public. KEY RESPONSIBILITIES

Board Governance and Administration The CAO supports and strengthens the governance function of the Board by providing expert administrative and strategic guidance. They facilitate effective Board operations through orientation, policy development, and strategic planning support, ensuring the Board is well-informed and equipped to make sound decisions. Acting as a trusted advisor and strategic partner, the CAO works collaboratively with the Board to advance the organization’s mission and ensure its long-term success. Policy Management The CAO is responsible for ensuring that Board policies are effectively translated into daily operational practices. They lead staff in implementing these policies, prepare supporting procedural documents, and maintain consistency and compliance across all functions. The CAO provides professional support to Board committees, enabling effective governance without encroaching on the committees’ decision-making roles. Strategic Planning The CAO leads the organization’s strategic and operational planning processes by analyzing both internal and external factors that influence performance and sustainability. Through environmental scanning and stakeholder engagement, they identify trends, risks, and opportunities that impact service delivery. They develop and implement operational business plans aligned with the Board’s strategic direction, ensuring the necessary resources are in place to achieve organizational goals. Leadership and Direction Providing visionary and collaborative leadership, the CAO fosters a culture of teamwork, accountability, and continuous improvement among staff. They set clear, measurable goals, support professional growth through coaching and performance management, and promote open communication across all levels of the organization. The CAO monitors operational data to inform decision-making, facilitates conflict resolution, and champions innovation and best practices in seniors care. Legislative Compliance The CAO ensures the organization operates in full compliance with all applicable legislation, regulations, and ministerial orders. They maintain a robust records management system and oversee all government and Alberta Health Services reporting requirements. As a leader in workplace safety, the CAO ensures adherence to the Health and Safety Program and upholds the standards outlined in the Alberta Housing Act, the Residential Tenancies Act, and other governing frameworks relevant to seniors housing and care. Financial Management and Administration The CAO oversees the organization’s financial health through prudent management of operating and capital budgets. They ensure financial controls are in place, monitor expenditures against approved budgets, and provide the Board with accurate and timely financial reporting. Working closely with the Finance Manager, the CAO ensures responsible resource allocation, adequate insurance coverage, and compliance with all fiscal policies and procedures. Risk Management and Analysis The CAO proactively identifies and evaluates potential risks—financial, operational, and reputational—to safeguard the organization’s sustainability. They maintain an Executive Succession Plan and oversee the development of comprehensive emergency response and business continuity plans. By providing the Board with timely assessments and mitigation strategies, the CAO ensures informed decision-making and organizational resilience. Marketing and Public Relations The CAO serves as the primary ambassador and spokesperson for the organization, fostering strong relationships with stakeholders, partners, and the broader community. They lead the development and execution of communication and marketing strategies that enhance public awareness of the organization’s mission and services. Through consistent messaging and stakeholder engagement, the CAO cultivates a positive organizational image and ensures community/ resident needs and feedback are acknowledged and addressed. The CAO provides leadership in developing and sustaining the organization’s fundraising and donor relations activities. They ensure the maintenance of charitable status, identify and pursue new funding opportunities, and manage the responsible allocation of fundraising proceeds. Working collaboratively with the Board, the CAO aligns fundraising initiatives with strategic priorities and builds long‑term relationships that support financial stability and community trust. QUALIFICATIONS

A post‑secondary degree in a related discipline. A minimum of five years of experience in senior leadership, working collaboratively with a Board of Directors in a regulated environment. Major capital panning experience is an asset. Excellent written and verbal communication skills. A demonstrated history of prudent financial management and stewardship. COMPLIANCE
