JOB SUMMARY

You are responsible for conducting screening reviews of administrative penalties per the Administrative Penalty System adjudication process in accordance with by-laws, legislations, policies and procedures. This includes reviewing and examining photo evidence, financial documents, and other required information to determine whether to affirm, vary, cancel or extend payment deadlines, communicating decisions to the client and processing penalty adjustment transactions. You support optimal service delivery within the Unit, assist with quality control, provide ongoing training to internal partners, and provide support and training to the Hearing Officers.

EDUCATION AND EXPERIENCE

Completion of a 2 year college diploma in legal studies, business or a related discipline

Minimum of 3 years of experience in interpreting and applying legislation, by-laws, policies, and/or regulations, processes and procedures within a related field

KNOWLEDGE

  • Knowledge and understanding of penalty programs or systems (Administrative Penalty System) and the adjudicative process
  • Knowledge of operating computer systems used to administer penalty (ticket) notices, including and not limited to GTechna, IP360, POD and INOVAH
  • An understanding of the concept of computer networking is required in addition to an appreciation for data integrity and network security
  • Corporate Records and Information Management system
  • Knowledge of applicable provincial legislation and regulations, corporate policies and procedures including but not limited to the Provincial Offences Act, the Highway Traffic Act, the Municipal Act, the Municipal Freedom of Information and Protection of Privacy Act, the APS by-laws, the parking by-law, and others
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

COMPETENCIES, SKILLS AND ABILITIES

  • Excellent communication and interpersonal skills including the ability to listen effectively, summarize complex information quickly, and provide clear and concise written and verbal decisions
  • Excellent judgement, critical thinking skills and appreciation for the powers accorded to the job under legislation and the APS Appointment By-Law
  • Ability to make sound decisions and exercise discretion and fairness in decision-making
  • Ability to read, interpret, understand, implement and explain legislation, municipal by-laws and policies
  • Ability to assess, process and reconcile financial transactions
  • Ability to review and adjudicate files with high level of attention to detail
  • Intermediate technical troubleshooting capabilities, pertaining to case management programs/systems
  • Demonstrated skills in providing excellent customer service with assertiveness and tact in variety of situations
  • Strong organizational and time management skills with the ability to work independently while managing a large caseload and adhering to a set schedule
  • Computer skills in MS Office Suite including the use of virtual platforms for conducting meetings
  • Ability to work effectively as part of a team

  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.
  • Driver’s License Requirement:
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
