The Opportunity
The Manager, Payroll, Time and Attendance manages and coordinates all aspects of the University’s payroll, time and attendance records operations to ensure the accurate and timely processing of the University's payroll and benefit obligations. This role oversees payroll operations including bi-weekly, monthly and weekly pay for regular and temporary faculty, staff, instructors, student employees, teaching assistants and research support staff. The Manager ensures compliance with internal policies, as well as external government regulations, and develops and monitors risk assessment and quality assurance processes to reduce errors and the risk of errors, ensuring all payroll obligations are met on a regular basis.
Key responsibilities:
- Overseeing all aspects of the daily operations of the payroll and time and attendance team, ensuring appropriate resources and coordination of activities
- Planning and overseeing year end processing, including audits, generating T4s, T4As and T4A-NRs; preparing adjustments for year-end runs and audits data and reports for CRA
- Researching complex payroll issues related to new/changed legislation, or University or HR initiatives and providing analysis and recommendations regarding those issues
- Participating in the development, implementation and maintenance of policies, objectives, short and long range planning; developing and implementing projects and programs to assist in accomplishment of established goals
- Collaborating with internal stakeholders to plan and implement initiatives to adjust and/or enhance payroll and attendance processes and operations, which may be in response to changes in tax laws, regulations, policies, collective agreement provisions, etc.
- Power user for Payroll module of the HCM (PeopleSoft); collaborates with Technology teams to implement changes and improvements to system functionality; tests and approves all system changes impacting Payroll processes.
- Manages and supervises payroll and attendance staff including prioritizing tasks, establishing goals, setting expectations and evaluation performance

Qualifications

- Completion of a post-secondary degree in Business or a related field.
- A minimum of five to seven (5-7) years of increasingly more responsible payroll experience.
- A minimum of two to three (2-3) years of experience working in supervisory or lead hand capacity in a medium to large unionized organization.
- Equivalent experience or a combination of equivalent experience and education may be accepted in place of education.
- Management Level certification with the Canadian Payroll Association.
- Advanced skills working with automated payroll systems.
- Advanced skills in cloud-based productivity suite.
- Detail oriented and deadline driven.
- Expertise with payroll processes in an automated system and government legislative requirements.
- Interpersonal skills to work as part of a multi-disciplinary services team and to interact with employees and managers requiring assistance.\
- Tact and diplomacy to effectively deal with complaints from clients and sensitive situations with staff.
- Excellent oral and written communications skills.
- Mathematical aptitude to ensure that calculations and system calculations are functioning; a solid understanding of relevant business processes as applied through automated systems, to analyze the impact of system changes and/or problems and to collaborate on the implementation of new modules.
- Excellent analytical skills to investigate issues, analyze major statistical reports and perform audits and reconciliations.
