Job description

The future you want is within reach. Let's build it together.

At PCL Constructors Inc., part of the PCL Family of Companies (PCL), we don't just build projects -- we build opportunities, careers and communities. We are 100% employee-owned, every employee has a stake in our success, and that shared commitment drives how we work, grow and lead in the construction industry.

We're a team of builders who care deeply about what we create and who we build with. That includes you. We are not only shaping the future of construction, we are also committed to shaping the future of your career.

As an HR Manager, Craft Programs for PCL Constructors Inc. in Edmonton, Alberta (Corporate), you will provide a strategic, and collaborative approach to elevating the craft workforce experience. This role focuses on enhancing enterprise-wide engagement, retention, and overall workforce experience while supporting PCL’s goal of being an employer of choice for skilled craft professionals.

Working closely with Operations to understand their realities, the Manager analyzes workforce trends, identifies emerging risks and opportunities, and collaborates with district teams and sector leadership to drive consistent HR practices and high‑impact solutions. The role champions alignment, consistency, and continuous improvement across districts, achieving greater stability in craft HR practices while respecting the unique needs, differences in labor markets, and operational realities of each project and region.

Success requires exceptional critical thinking, strong relationship‑building, and the ability to influence by connecting insights, facilitating shared best practices, and guiding approaches that are both consistent and effective.

Why Choose PCL?

Choose a career with rewards that matter. PCL's total rewards are designed to support your growth, well-being and future success -- because when you succeed, we all do. Our offerings could include:

  • Employee ownership opportunities that build long-term value
  • Annual discretionary performance bonuses
  • RRSP, TFSA, Pension Contribution Options
  • Flexible medical, dental and vision benefits
  • Prescription drug coverage and virtual care services
  • Life, AD&D and disability insurance
  • Paid parental leave and family care support
  • Health and lifestyle spending account options
  • Mental health and wellness support, including Employee Assistance Programs
  • Career growth pathways, leadership development and mentorship programs
  • Access to world-class training through PCL's College of Construction and professional development courses
  • Ongoing opportunities to learn new skills, explore different roles and grow your career across sectors and regions

Here's how an HR Manager, Craft Programs for PCL Constructors Inc. within Edmonton NAHQ contributes to our team:

Responsibilities

  • Support the design and delivery of enterprise programs that enhance craft workforce engagement, satisfaction, and overall experience.
  • Partner with regional and district teams to identify, share, and implement best practices that drive consistent and effective HR practices.
  • Collaborate with corporate and business leaders to support total rewards strategies aligned to PCL’s philosophy and adaptable to project and regional needs.
  • Benchmark compensation and rewards against market competitors and provide recommendations to maintain competitiveness.
  • Work with districts to understand recruitment challenges and develop forward‑looking recruitment strategies, systems, and efficiencies that strengthen employer branding for skilled craft talent.
  • Drive clarity, alignment, and consistent application of workforce‑related policies, standards, and processes across the enterprise.
  • Promote effective use of workforce systems and continuously identify opportunities to strengthen future workforce readiness.
  • Analyze workforce metrics (e.g., turnover, retention, engagement, workforce movement) to identify trends, risks, and opportunities.
  • Prepare clear, data‑driven insights and reports to support leadership decision‑making and continuous improvement.
  • Serve as a trusted advisor to district and project teams, supporting workforce planning, training, career development, and diversity and inclusion initiatives.

Qualifications

  • Post secondary degree or diploma in Human Resources, Business Administration, or a related field; an equivalent combination of education and experience will be considered.
  • 5–7 years of progressive HR experience, ideally including experience supporting the craft workforce, or decentralized operational teams.
  • Construction industry or related sector experience is required; experience in a large or global organization is an asset.
  • Demonstrated ability to influence, fostering alignment and shared approaches across diverse stakeholders.
  • Exceptional critical thinking and analytical skills, with the ability to interpret workforce data, identify trends, and translate insights into practical recommendations.
  • Proven experience developing or aligning HR practices, programs, or processes in a matrix environment.
  • Proven ability to build strong, trusting relationships and collaborate with district teams to co create workable solutions.
  • Strong communication and facilitation skills, able to simplify complex concepts and support shared understanding across districts and sectors.
  • Ability to balance enterprise consistency with district realities, ensuring solutions are both effective and adaptable.
