Petrinex supports the exchange and management of key royalty, regulatory and commercial information for the Government of Alberta, Alberta Energy Regulator (AER), ministries in Saskatchewan, British Columbia, and Manitoba, Indian Oil and Gas Canada (IOGC), Statistics Canada, and industry associations as represented by the Canadian Association of Petroleum Producers (CAPP) and the Explorers and Producers Association of Canada (EPAC).
Petrinex provides services that facilitate fast, standardized, safe, and accurate management/exchange of key volumetric, royalty, and commercial information associated with the upstream, midstream, and downstream petroleum sector. Petrinex utilizes a web-based application for its automated business functions and processes, and delivers:
Mission critical business processes and information required for the assessment, levy, and collection of Crown royalties.
Essential information in support of provincial regulatory mandates.
Key services that facilitate important industry commercial activities.
After policy direction is set by governments or regulators, government, regulator and industry stakeholders in Petrinex then work collaboratively to design and implement the required information management solutions.
To support this ecosystem, Petrinex maintains a dedicated Business Analysis and Engagement Team (BAET) of subject matter experts who work at the intersection of operations, information management, and industry practice.
Role Summary
The Business Consultant will serve as a member of the Petrinex Business Analysis and Engagement Team, acting as a trusted subject matter expert working with governments, regulators, developers, and industry stakeholders. The resource should be capable of operating in a complex, multi-jurisdictional environment and building trusted relationships across government, regulators, developers, and industry.
This role is designed for a professional who is equally comfortable:
Operating in day-to-day application support and change management as an end-user tester and SME advisor on impacts of proposed changes to the Petrinex application,
Contributing to complex, multi-stakeholder projects through solution requirements design, industry readiness planning/execution, acceptance testing, developing content for learning resources, and end-user/interoperability testing, and
Engaging directly with industry committees, Application Maintenance and Support (AMS) contractors, Petrinex Business Desk analysts, the Communications and Learning Coordinator, the Petrinex Management team and government/regulatory partners such as the AER.
Due to the size and mandate of the team, each consultant must be capable of performing the full range of services across operational support, project delivery, testing, training, and industry engagement.

Key Areas of Responsibility
The Business Analysis and Engagement Team operates across three concurrent and interdependent service areas:
1) Monthly Application Maintenance & Support (AMS)
The consultant will maintain deep working knowledge of the Petrinex system and its reporting functionality, including how changes in one area impact others and how industry reporting processes and third-party systems are affected.
Responsibilities include:
Participating in Petrinex change management forums with ministries, regulators, and other business analysts.
Raising, analyzing, prioritizing and documenting change requests for fixes and enhancements.
Providing clear business rationale, risk/benefit assessments, and stakeholder impact analysis.
Documenting reproducible steps for defects and supporting solution design discussions.
Supporting the Petrinex Business Desk and Industry users with guidance, training, and issue resolution.
Assessing whether system behavior aligns with intended design and regulatory requirements.
Developing and executing acceptance test cases, documenting results, and providing sign-off prior to production releases.
2) Project Support & Industry Readiness
The consultant will play an active role in Petrinex projects, providing industry perspective throughout design, build, test, and implementation phases.
Responsibilities include:
Contributing industry end-user perspective input to project design and solution approaches.
Identifying and recruiting industry SMEs for design workshops and working sessions.
Reviewing and signing off on developer design documentation to ensure proposed functional enhancements/new functionality will achieve the intended purpose.
Supporting the development and execution of Industry Readiness and Communication Plans to support end-user internal champions with change efforts related to major enhancements or new functionality.
Drafting and maintaining the Industry Readiness Handbook for major projects.
Planning and delivering Change Leader meetings (virtual and/or in-person).
Managing Industry Readiness scorecards and tracking engagement and preparedness.
Working directly with third-party software vendors on interoperability documentation.
Supporting data conversion activities, including data collection, validation, and reconciliation.
Developing content for training materials, job aids, and supporting learning module updates.
Planning and executing Acceptance Testing (AT) and End-to-End (E2E) testing activities across stakeholders
3) Liaison to Industry & Stakeholder Committees
The consultant will represent Petrinex in ongoing engagement with industry and stakeholder committees, ensuring industry perspectives are reflected in planning and change decisions.
Responsibilities include:
Supporting and providing updates to the Petrinex Industry Benefits Committee (IBC).
Gathering operational feedback, enhancement ideas, and emerging issues from industry.
Participating in cross-jurisdictional and stakeholder committees.
Contributing to annual planning and future roadmap discussions.
The following are considered strong, preferred assets, but are not mandatory if the candidate demonstrates transferable expertise:
Prior experience with IT systems used to collect, manage, or report volumetric production, infrastructure, or other petroleum-related data in Alberta, British Columbia, Manitoba, or Saskatchewan (e.g., Petrinex or operator reporting systems).
Proven experience operating within a complex multi-stakeholder environment.
Excellent organizational skills and ability to prioritize across multiple, concurrent workstreams.
Strong communication skills, including the ability to clearly present and explain potential impacts and inter-dependencies when discussing proposed changes to IT system functionality or related business rules.
A balance of forward, strategic thinking, and detail-oriented execution.
Professional certification with the Canadian Association of Petroleum Production Accounting (CAPPA)
