ABOUT THE ROLE
Reporting to the Manager, Maintenance and Contracts, is responsible for developing, managing and supporting operational standards, guidelines and specifications, with implementation and quality assurance for Housing York, including operational procurement and contract administration, performance metrics and managing related data gathering processes; co-ordinating Housing Operations’ input to new developments and capital projects, and communicating the operational impacts of building design and component selection; overseeing and implementing improvements to design review process, including engagement of others.
WHAT YOU WILL BE DOING
- Procures maintenance, operations and supply contracts in accordance with Housing York’s purchasing by-law and Regional requirements.
- Manages contracts, including contract compliance monitoring and notification to contractors in breach of their obligations.
- Informs development of and manages budget for operational contracts.
- Establishes and maintains a pre-qualified list of vendors, ensuring compliance with regulatory requirements, Housing York, and Regional policies.
- Provides input into budget and business plan development.
- Implements and provides input into the development of policies and procedures.
- Recommends hiring of outside consultants; prepares terms of reference; monitors expenditures and provides oversight of project and consultants.
- Recommends solutions to senior management, implements process improvements and coordinates special projects including capital projects.
- Recommends and tracks performance metrics.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Liaises with and proactively develops relationships with internal partners and represents Housing York in negotiations with consultants and contractors.
- Coordinates staff input to capital project planning and new building design, including drawing and specification review.
- Provides input to or prepares reports, statistics and analysis for senior management as requested.
- Provides input to or prepares reports, briefing notes, presentations, statistics and analysis, for the Manager.
WHAT WE ARE LOOKING FOR
- Successful completion of a Community College Diploma in Mechanical or Electrical Engineering Technology or Facility Management or related field or approved equivalent combination of education and experience.
- Minimum five (5) years’ experience in property management or asset management software systems with responsibilities for building systems and related operations, coupled with demonstrated one (1) year of direct supervisory experience.
- Demonstrated understanding of building systems and related preventative maintenance requirements.
- Ability to communicate clearly and effectively in English, both verbally and in writing.
- Experience in procurement and contract management.
- Demonstrated knowledge of and ability to interpret and apply legislative and regulatory requirements for residential buildings.
- Proficiency in Microsoft Office applications and experience with property management or asset management software systems.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
