JOB SUMMARY

You are responsible for the overall leadership, management and operational delivery of the City’s Acquisition and Valuation programs, providing expert real estate advice and program oversight to support innovative property solutions that advance the City of Ottawa’s strategic, fiscal and community sustainability objectives.

You exercise delegated authority for the planning, coordination, and delivery of complex real estate acquisition and valuation activities, ensuring that corporate realty interests are protected, optimized, and aligned with Council-approved priorities, capital programs, and legislative requirements.

Programs, services, projects and activities include:

  • The acquisition program including the acquisition of real estate through fee simple purchase, easements and license agreements;
  • The valuation program including the valuation of realty interests to support acquisitions, disposals, financial reporting, and strategic decision-making;
  • The provision of expert advice and direction to client departments regarding real estate planning, valuation, and cost implications for capital projects;
  • Liaison with elected officials, senior leadership, other levels of government, and the public regarding the acquisition of property interests and opportunities to advance the City’s corporate land inventory in support of strategic priorities.

You are also responsible for the management of the unit’s human, financial, and contractual resources, as well as the development and maintenance of effective partner relationships.

EDUCATION AND EXPERIENCE

Completion of a four (4) year university degree in Real Estate, Business, Engineering, Urban Planning, Architecture, Law or another field related to real estate.

A minimum of six (6) years of demonstrated experience in the planning and delivery of professional and technical real estate services, including a minimum of four (4) years of experience managing human resources, operating budgets, and external professional and technical consultants.

CERTIFICATIONS AND LICENCES

Accredited Appraiser Canadian Institute (AACI) designation from Appraisal Institute of Canada is desirable

KNOWLEDGE

  • Financial and related business practices, including economic and statistical analysis
  • Real estate and real property theories, valuation models, methodologies and acquisition strategies
  • Trends and developments in the real estate and realty services industry
  • Corporate programs, services and operations, and their inter-relationships
  • Microsoft Office applications
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
