Responsibilities Provide senior technical expertise, project leadership and coordination of activities in the development, implementation and maintenance of a diverse range of cost effective I&IT solutions. Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency. General Skills Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions. Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives Identifies short and long-term project goals/objectives, and as a senior technical expert, defines and identifies program and service delivery requirements in support of the development and/or acquisition of client applications Leads the analysis, development and documentation of design and architecture of systems solutions. Leads the development of testing, integration and implementation of systems solutions into the clients applications Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives, ensures all studies and analyses are documented Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC). This includes planning, scheduling and estimating resources, providing technical expertise, co-ordination, monitoring progress and providing management with project status updates Demonstrated experience gathering requirements, translating business documents into technical specifications Experience leading development/support teams supporting multi-dimensional and relational databases and their applications for effective planning, budgeting, strategizing and forecasting procedures Demonstrated experience designing and developing complex applications utilizing relational and multi-dimensional databases Ability to provide implementation and post implementation support as required Oversees the research and evaluation of the technical components in the acquisition of software, hardware, technology, systems and products Recommends and directs the measurement and improvement of tools, techniques, standards and performance criteria to control the quality of application development initiatives Provides coaching and direction to junior analysts throughout the project, related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle. Desirable Skills Knowledge and experience in rapid application development (RAD) methodologies Knowledge and experience with middleware and gateways Knowledge and understanding of Information Management principles, concepts, policies and practices Experience with development/maintenance of documentation as per Methodology Good working knowledge of Dimensions and Facts Knowledge of multidimensional structures (cubes) Ability to gather, review and provide feedback to business requirementsSkillsExperience and Skill Set Requirements

Have excellent knowledge of OO Systems Analysis & Design

Experience designing solution with cloud platforms such as AWS, Azure or Google Cloud Platform;

Knowledge of all cloud service models: SaaS, PaaS, and IaaS

Experience performing S&D for Case Management, Document Management System (DMS), Large Systems of Record

Proficiency in Security solutions including oAuth2, SAML, Multifactor Factor Authentication (MFA), B2C and B2B Authentication, API Keys, Single Sign On (SSO), Assure AD.

Experience designing solution components including web and business logic modules, Micro Services, Busines Reports

Experience Analyzing/Designing Systems integration solutions including Session EJB, SOAP WS, RESTFul Webservices, SFTP server integrations.

Experience performing Solution Gap Analysis, ETL Data transformation requirements, and Data Migration Plans.

Have excellent DBA experience with database modeling including Conceptual, Logical, and Physical data model.

Have extensive hands‑on experience developing DB objects in Oracle, including Tables, Views, Sequences, Triggers, Store Procedures.

Excellent practical experience writing and executing SQL queries analyzing

Expert knowledge in reverse engineering Physical Data Models creating Entity

Relationship Models (ERD) and Metadata Reports

Experience with Performance metrics for a DATABASE using Apache JMETER and other Load Testing tools

In‑depth knowledge of Web Design principles

Sound understanding and experience with AODA and knowledge of Accessibility compliance principles as presented in WCAG 2.0

Hands‑on experience in Quality Assurance preparing Test Plans, Test Cases and executing and monitoring unit, integration and UAT testing while working directly with clients

Proven experience with JAD facilitation and interpretation of business needs into system design requirements.

Extensive experience within all project cycles from Analysis, Design to Development,

Testing and Implementation, including Project Management assignments

Ability to participate in TRA process and prepare appropriate documents

Provide guidance to developers in the initial phases on the implementation of a solution.

Experience with Figma, Balsamiq and other mock‑up design tools

Experience developing architecture artifacts including: Solution Requirements Document (SRD), Business Architecture Document (BAD), Information Architecture Document (IAD), Solution Architecture Document (SAD), Architecture review presentations; Prepare presentations for Corporate Architecture Committees

Expertise developing Technology Options Analysis including qualitative and quantitative analysis.

Perform other project related activities as required

Experience in preparing technical presentations

Systems Analysis Experience - 40%

10+ years of System Analysis and Design experience, preferably in a large, complex business environment

Expert knowledge in reverse engineering Physical Data Models creating Entity

Relationship Models (ERD) and Metadata Reports

Demonstrated experience within all project cycles from Analysis, Design to

Development, Testing and Implementation

Knowledge and experience related to TRA (Threat, Risk, Assessment) process and prepare appropriate documents

Experience preparing architecture artifacts, including TRA artifacts

Business, Testing & Integration Experience - 20%

10+ years of Business Analysis experience including running JAD sessions, UAT and gathering requirements

10+ years of system testing, integration testing experience

Demonstrated experience with system Integration experience including ability to understand different systems and pick up new technologies quickly

Extensive experience in Quality Assurance preparing Test Plans, Test Cases and executing and monitoring unit, integration and UAT testing while working directly with clients

Proven experience with requirement elicitation technics such as User interviews, Workshops, JAD facilitation and interpretation of business needs into system design requirements.

Manual system testing and integration testing experience including creating test cases and test plans

Public Sector experience - 5%

Knowledge of GO-IT Standards(GO-ITS) and Enterprise Architecture within the RGDMS system

AODA Experience - 5%

Hands on experience with AODA and knowledge of accessibility compliance principles as presented in WCAG 2.0, level AA
