ABOUT THE POSITION
Reporting to the HR Director, the Human Resources Manager is responsible for leading and developing the HR team while overseeing the day-to‑day operations of the HR department. This role ensures the effective delivery of HR services including recruitment, employee relations, labour relations, performance management, compliance, training, and health & safety. The HR Manager acts as a strategic partner to leadership and a trusted advisor to employees, helping cultivate a positive, inclusive, and high‑performing workplace culture.
WHAT YOU’LL NEED TO HAVE
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field
- HR designation (CHRP or CHRL) completed or in progress.
- 5+ years of progressive HR experience, with at least 2 years in a leadership or managerial role.
- Experience working in a unionized environment is required.
- Experience within a healthcare environment would be considered a strong asset.
- Joint Health and Safety Certification would be an asset.
Knowledge, Skills & Abilities
- Strong understanding of employment laws and HR compliance requirements.
- Excellent interpersonal, communication, and conflict‑resolution skills.
- Ability to build trust, influence stakeholders, and drive organizational outcomes.
- Proven leadership, coaching, and team development capabilities.
- High degree of confidentiality, professionalism, and sound judgment.
- Experience working with ADP is an asset.
- Hybrid work environment (3 days in office and 2 days working from home).
- Occasional travel for training, recruitment, or other organizational initiatives.
YOUR DUTIES AND RESPONSIBILITIES
Team Leadership & HR Operations
- Provide coaching, mentorship, and performance guidance to members of the HR team.
- Oversee daily HR operations to ensure consistency, quality, and compliance with policies and regulations.
- Prioritize and delegate tasks effectively to support organizational needs.
- Drive continuous improvement across HR processes and workflows.
Employee/Labour Relations & Employee Engagement
- Serve as a primary escalation point for complex employee relations matters.
- Conduct investigations, recommend corrective actions, and ensure fair and consistent application of policies.
- Foster a culture of engagement, communication, and collaboration across the organization.
- Collaborate with managers and union representatives on collective agreement provisions and resolving grievances and assists in responding to day-to-day issues within a union environment.
- Consult with managers on progressive discipline as needed.
- Assist with the implementation and administration of the employee engagement survey process for the organization by preparing reports, sharing results and coaching leaders on action planning.
- Assists with leading the employee engagement committee
Recruitment & Talent Acquisition
- Supervise recruitment activities including sourcing strategies, candidate screening, and selection processes.
- Partner with hiring managers to forecast staffing needs and ensure a positive candidate experience.
- Manage recruitment tools and applicant tracking processes.
- Make recommendations for changes and improvements to recruitment practices ensuring regulatory compliance.
- Complete offers and ensure appropriate on‑boarding using standardized tools and templates.
- Ensure completion of appropriate documentation.
- Track probationary status employees with managers.
Performance Management
- Participate in the implementation of the performance management cycle, including goal setting, coaching, and annual reviews.
- Coach managers to give constructive feedback and manage performance effectively.
Policy, Compliance & Risk Management
- Maintain compliance with provincial and federal employment laws.
- Review, update, and communicate HR policies and procedures.
- Mitigate employment‑related risks through proactive practices and training.
- Participates in the development and day‑to‑day management of occupational health & safety initiatives.
- Prepares standard reports as needed.
Compensation
- Support compensation planning, market assessment and salary reviews.
- Analyze HR metrics to inform workforce planning.
Learning & Development
- Identify training needs and oversee learning programs for managers and employees.
- Promote professional development opportunities and HR best practices.
- Support organizational change initiatives through education and communication.
