Black & McDonald's Alberta Utilities team is growing! If you are a committed and collaborative professional looking to contribute to a hard-working, innovative team, this opportunity is for you.

Why Join Us?

Black & McDonald's Utilities Division is a trusted leader in delivering complex underground infrastructure, combining technical excellence with a century‑long reputation for quality and reliability. You'll join a people‑first team that prioritizes safety, collaboration, and innovation in every project, from deep utilities to major civil works that support growing communities. We offer long‑term career growth, hands‑on project exposure, and the opportunity to contribute to essential infrastructure that keeps cities running.

As a Civil Estimator specializing in deep underground utilities, you'll play a key role in shaping essential infrastructure projects across water, sewer, and gas systems. In this role, you'll lead the full tendering process - from reviewing RFPs to developing competitive bids and supporting project handover - while working closely with subcontractors, engineers, and project teams. If you're passionate about complex civil work, enjoy digging into the details, and want to contribute technical expertise to meaningful utility projects, this is an opportunity to make a real impact.

  • Review and evaluate subcontractor quotations, assessing scope alignment, competitiveness, and constructability considerations for inclusion in final bids.
  • Develop tender‑level construction schedules, methodologies, and execution plans with a focus on deep‑utility sequencing and installation requirements.
  • Participate in site visits, tender reviews, hand‑off meetings, and close‑out discussions, providing technical insight on deep‑utility constructability and risks.
  • Maintain accurate estimating data, including Bid2Win database updates and an up‑to‑date directory of deep‑utility suppliers and subcontractors.
  • Collaborate with engineers, owners, and project teams to interpret drawings, clarify scope, and contribute value‑engineering proposals for deep‑utility and civil works.
  • Perform other duties as assigned.

COMPETENCY REQUIREMENTS

  • Change Orientation (openness to change and the ability to identify when it is needed and to make it happen)
  • Communicates Effectively (verbally and in writing)
  • Continuous Learning (ongoing effort to learn and contribute to the learnings of others)
  • Customer Focus (understands the needs and perspectives of both internal and external customers)
  • Holds Self and Others Accountable (takes personal responsibility to meet commitments)
  • Teamwork and Collaboration (works cooperatively and collaboratively with others)
  • Values and Respects Others (encourages and supports diversity)

EDUCATION and WORK EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Civil Engineering, Construction Management, or a related discipline. Trades background considered an asset but not required.
  • 5+ years of estimating experience in deep underground utilities (water, sewer, gas) and associated civil infrastructure.

SKILLS, ABILITIES, AND OTHER REQUIREMENTS

  • Strong ability to interpret civil drawings, specifications, and project documents, and perform accurate quantity takeoffs across utilities, earthworks, concrete, and foundations.
  • Solid understanding of civil construction methods, sequencing, production rates, safety considerations, and tendering processes for deep‑utility work.
  • Proven ability to assess risks, assumptions, and contingencies within estimates and communicate their impacts clearly to project teams and stakeholders.
  • Proficiency with Bid2Win, Bluebeam, MS Office (Outlook, Word, Excel, Project, Teams), and other industry‑standard estimating tools; field experience is an asset.
  • Strong communication, organization, and multitasking skills, with the ability to manage multiple bids, coordinate with subcontractors, and participate in site visits as required; valid driver's license required.
  • This position is currently based in‑office in Leduc, AB. Please note the office is scheduled to relocate to Acheson, AB by year-end.
