Job Title: Senior Business Analyst (Level )
Location: Montreal, QC (HB C)

Job Description:
  • The Senior Business Analyst (BA) will play a critical role in the upcoming migration of the PIS (Passenger Information System) & the replacement of the CCTV solution.
  • This initiative aims to modernise our project portfolio management capabilities, improve usability, and align with evolving business needs.
  • The BA will lead requirements gathering, process optimisation, and stakeholder engagement to ensure a smooth transition and successful implementation.
  • The Senior BA is responsible for optimising business processes, analysing data, and validating requirements for complex and strategic IT projects impacting multiple cross-functional stakeholders.
  • This role ensures that business needs are clearly understood, documented, and translated into actionable solutions.
  • Recommendations may include organisational changes, training programmes, process improvements, modifications to business rules, or the implementation of new technology—or a combination of these.

Duties & Responsibilities:
  • Strategic Alignment (%) Conduct field interviews and meetings with project sponsor and key stakeholders to identify and clarify business issues / needs and underlying causes. Support the business in documenting the project’s justification and business needs alignment with VIA Rail’s strategic goals and objectives. Identify business areas, process and stakeholders impacted. Define target operating model. Determine boundaries of analysis for requirements elicitation. Support the business with business case development. Define the business analysis approach.
  • Requirements Management (%) Responsible for business requirements gathering, elicitation and documentation for complex IT projects based on VIA requirements classification. Use business process, data modeling techniques, documentation and tools to capture and analyze business requirements and rules and suggest improvements. Responsible for business requirements prioritization and communication across business groups impacted. Produce designs (wireframes, mock-ups, workflows, other visuals) to support requirements. Track and maintain requirements along the project and transfer related documentation to Functional Analysts. Develop and maintain deep understanding of business processes and operations to ensure accuracy of business requirements and alignment of solutions to operations content. Develop recommendations which address business needs. The recommendation could include an organizational structure, process change, and implementation of new technology or a combination of all.
  • Collaboration (Stakeholder Engagement) & Coaching - (%) Creates awareness of the business analyst role by communicating and explaining the standards and key deliverables to stakeholders. Build and maintain relationships with stakeholders to ensure their engagement and business analysis needs are understood and supported. Collaborate with stakeholders to define and prioritize their business requirements. Communicate relevant progress and achievements regarding requirements and processes to stakeholders on a regular basis to manage expectations. Coaches and advice other team members when it comes to defining the requirements management approach, assessing impacts and/or using BA related standards and methodologies.
  • Processes Mapping (%) Design and document future state for complex processes. Identify and document business rules. Integrate all new processes documents into the VIA Rail PCF (Process Classification Framework).
  • Solution Validation & Acceptance (%) Support user acceptance testing (UAT) (lead by the Testing Team) identifying test scenarios validated with the business. Support user acceptance criteria definition. Ensure critical requirements have been tested. Participate in UAT sessions to confirm the compliance of the solution with business needs and requirements.

Day‐to‐Day look like:
  • Serve as a Senior Business Analyst supporting: The migration of the PIS (Passenger Information System) The replacement of the CCTV solution
  • Heavy documentation responsibilities (requirements, analysis, process documentation, planning artifacts)
  • Facilitation of workshops with multiple business units across VIA Rail Topics: stakeholder management, planning, budgeting, risk management
  • Summarization an documentation of information from meetings and workshops
  • May require occasional travel (Montreal, Toronto, Ottawa)

Qualification:
  • Bachelor’s degree in business, or Computer Science, or Engineering, or equivalent education and/or experience.
  • Certified Business Analysis Processional (CBAP) certification (an asset)
  • Minimum of years of experience in business analysis, project delivery, change management, and/or management consulting.

Competencies:
  • Business Analysis Techniques: Requirements elicitation, modelling (BPMN/UML), prioritisation, and traceability.
  • Technical Knowledge: Understanding of systems architecture and data modelling basics
  • Tools: JIRA, Confluence, MS Visio, and requirements management platforms.
  • Testing: UAT planning and execution.
  • Methodologies: Agile (Scrum) and Waterfall.
  • Soft Skills: Strong facilitation, communication, negotiation, and problem-solving abilities.
  • Domain Expertise: Familiarity with project management tools (Microsoft Project Online, Planner or other PPM solutions).

Language Requirement :
  • Bilingual (English & French)

Non-Negotiable & Top skills:
  • Strong Business Analyst Fundamentals Prioritization, traceability across different processes Modelling techniques (BPMN, UML) Solid documentation practices
  • Balanced Technical BA Skill Set Technical abilities (SQL, configuration work, etc.) Candidate must be strong in traditional BA work (requirements gathering, documentation, process mapping, validation)
  • Experience in Testing Creating and executing test cases Validating requirements and ensuring functional alignment

Additional key traits:
  • ABA certification is highly preferred
  • Collaborative, strong stakeholder‐engagement abilities (external suppliers internal teams)
  • Autonomous, proactive “go‐getter” mindset
  • Strong soft skills and communication skills

Technical tools/skills that would stand out immediately
  • Microsoft Office (strong proficiency)
  • Familiarity with DevOps or Jira
  • Visio OR Miro
  • CPAB experience is an asset
