At Horizon Contracting Group, we build with purpose and we’re growing. We’re looking for a Civil Project Manager / Estimator to lead projects from first estimate through to final closeout across our landscape construction and earthworks divisions.
This role is ideal for someone who thrives on ownership, balancing estimating, project execution, and client relationships while delivering projects safely, on time, and on budget.
What You’ll Do
Estimating & Business Development
- Lead estimating including takeoffs, pricing, vendor coordination, and bid submissions
- Track quote performance, profitability, and win rates
- Identify and pursue new opportunities through tenders and client relationships
- Support pricing strategy and project selection with leadership
Project Management (Full Lifecycle)
- Oversee projects from pre-construction through to closeout
- Manage budgets, schedules, forecasts, and job costing
- Lead client communication and coordinate subcontractors and field teams
- Run project kickoff, planning, and resource coordination
- Monitor progress, resolve issues, and identify efficiencies
- Ensure smooth project closeout, documentation, and client handover
Operations & Leadership
- Maintain accurate project tracking and reporting
- Support scheduling and resource planning
- Build strong client, vendor, and subcontractor relationships
- Contribute to team development and a positive, high-performance culture
What You’ll Bring
- 3–5+ years of civil estimating and/or project management experience
(earthworks, excavation, utilities preferred) - Post-secondary education in Civil Engineering, Construction Management, or related field, or equivalent experience
- Strong understanding of drawings, specifications, and contract documents
- Experience with Bluebeam (required); MS Project, StackCT, TopBuilder are assets
- Strong financial acumen including budgeting, cost control, and job costing
- Highly organized with strong time management and attention to detail
- Excellent communication, problem-solving, and decision-making skills
- Ability to manage multiple projects in a fast-paced environment
Compensation & Benefits
- $90,000–$130,000 base salary based on experience
- Discretionary bonus based on company and individual performance
- 20 days paid time off (15 vacation + 5 sick days)

Work Environment
Primarily office-based with occasional site visits. You’ll collaborate closely with field teams while staying connected to on-site progress and conditions.
