About Pacific Blue Cross

Pacific Blue Cross (PBC) has been British Columbia's leading benefits provider for over 80 years. We are an independent, not-for-profit society with strong roots in BC’s health care system. We provide health, dental, life, disability, and travel coverage to 1 in 3 British Columbians through employee group plans and individual plans.

We are fueled by a commitment to keep health care sustainable for all British Columbians. Through our PBC Health Foundation, we fund projects that improve health outcomes directly related to mental health and wellbeing as well as the prevention and/or management of chronic disease. We are interested in finding people who want to make a difference and who are looking to grow their career with us.

Perks

  • Flexible working hours of 7.5 hours per day, Monday to Friday (i.e., 37.5 hours per week).
  • Paid vacation starts at 4 weeks per year, and increases with years of service.
  • Hybrid work environment (i.e., a combination of work from office and work from home days).
  • Generous benefits, including extended health, dental, and life insurance; depending on the plan that you choose, these benefit premiums can be 100% paid by PBC.
  • PBC contributes the equivalent of 8% of your base salary to a Defined Contribution pension plan. No employee contribution or matching is required, giving you more take-home pay
  • Retiree Benefits plan that is available to employees who have at least 10 years of service with PBC and have reached the age of 55.
  • Onsite gym, cafeteria, and access to virtual doctors/counsellors 24/7 via our Employee Family Assistance Program!

About the Position

  • We are searching for a permanent Talent Acquisition Partner to join our Human Resources team.
  • PBC’s compensation program is built on a pay-for-performance philosophy, rewarding both individual and organizational achievements. The typical hiring range for this position is $100,000 - $120,000 per year, with the starting salary determined based on a combination of skills, education, experience, and internal equity. As part of our total rewards package, you’ll be eligible for our annual bonus program.

If you’re looking to take on a role that leads enterprise talent strategy, employer branding, and innovative recruitment operations, while collaborating with senior stakeholders and driving full-cycle recruitment delivery towards healthcare in BC, we want to hear from you. This is a great career opportunity with a local not-for-profit health insurance provider where you would be responsible for advancing Pacific Blue Cross’ status as an employer of choice, translating long-term workforce needs into actionable sourcing strategies and a seamless candidate experience.

Your skills in strategic recruitment, data-driven talent insights, and active talent attraction will help Pacific Blue Cross hire the talent needed to provide sustainable healthcare.

We offer an attractive compensation and benefits package and work-life balance. Our workplace culture values health and wellness, diversity and equality, continuing education, environmental sustainability and giving back to the community.

This role is currently working hybrid from home and from our head office in Burnaby, BC. Apply this week if you would like to take on this role.

Key Ways This Position Makes An Impact

The Talent Acquisition Partner will lead and execute end-to-end recruitment across all client groups, ensuring our hiring processes remain consistent, fair, and high-quality. By managing the full recruitment lifecycle, you’ll act as a champion for governance standards and a seamless candidate experience for every role across the organization.

In this role, you will act as a strategic advisor to senior leaders, using evidence-based insights and workforce data to influence key talent decisions. By leading the execution of our enterprise Talent Acquisition strategy, you’ll ensure our hiring priorities stay perfectly aligned with the organization’s long-term goals and future workforce needs.

The Talent Acquisition Partner provides leadership and mentorship to a small, dedicated team, fostering a culture of motivation and open communication. By setting clear performance objectives and providing regular coaching, you’ll oversee the team’s career development and ensure we have the collective skills needed to meet our hiring goals.

This role contributes to strategic workforce planning and talent forecasting, helping the organization anticipate and prepare for evolving business needs. By identifying future talent gaps before they arise, you’ll ensure we have the right people in place to meet our long-term goals.

You will build enterprise capability by empowering hiring leaders with the tools they need for success. Through training in interviewing excellence, inclusive hiring, and assessment practices, you’ll help our leaders make confident, data-informed decisions that strengthen our teams.

You will harness recruitment technology and data-driven insights to build a modern, scalable hiring engine. By leveraging analytics and key performance metrics, you’ll continuously refine our talent strategies and manage vendor partnerships to ensure we’re always delivering maximum value and operational excellence.

The Talent Acquisition Partner will take ownership of our employer brand strategy, enhancing Pacific Blue Cross’s social media presence and market positioning. By developing targeted attraction strategies and innovative talent pipelines, you’ll help us stand out as a destination employer for top-tier talent.

Key Experiences You Bring To This Role

  • Post-secondary education in HR, Business Administration, or related field; CPHR or in progress preferred.
  • 5–8 years of progressive talent acquisition experience, including 2–3 years in recruitment leadership and full-cycle recruitment in complex or fast-paced environments.
  • Proven ability to advise senior leaders, influence stakeholders, and translate talent strategies into measurable business outcomes.
  • Expertise in strategic sourcing, non-traditional pipeline development, recruitment technology (ATS, LinkedIn Recruiter, AI tools), data analysis, and process improvement.
  • Strong leadership, coaching, stakeholder management, and communication skills.
