Job description

Expected Salary Range: $116487 - $145609 Annually

Target Variable Performance Pay: 15%

The salary range shown above reflects the expected compensation for this position. The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. For positions covered by a collective agreement, placement within the range will follow the applicable step or classification.

Responsible to oversee and effectively execute on the organizational training requirements and education programs (safety, technical and apprentice) and act as the Work Methods, subject matter expert for specific trade group (PSC/MM, DST, PLT-CPLP, PLT-CPCP). The incumbent will mentor apprentices, providing structured support and oversight for apprentice advancement and oversee the seamless integration of the newly graduating apprentices to operations. They will liaise with third party vendors, including colleges and universities, and relevant government stakeholders, to enable that the current and future workforce staffing and talent needs of the organization are met. As the subject matter expert representing their trade, they will lead the identification and implementation of associated continual improvement to established procedures and work practices, new tools and equipment to improve worker safety, performance and/or experience.

KEY RESPONSIBILITIES:

  • Oversees and leads the design and execution (internally and externally delivered), follow-up and continual improvement for organizational training associated apprentice development as well as safety and technical training.
  • Makes safe work practices a focus through all training programs, leveraging industry best practices in training execution.
  • Acts as a subject matter expert to support the design of compliance, apprentice, safety and technical training programs incorporating new tools, procedures and upskilling requirements.
  • Manages the overall apprentice experience. Develops and revises training materials, field assignments, documents and course curricula consistent with legislative compliance, current industry best practice, and policy and procedures.
  • Liaises with educational institutions and outside agencies (for example: partner utilities, IHSA, MEARIE, Skills Ontario, Ministry of Labour, Immigration, Training and Skills Development, etc.) to validate education materials meet established requirements.
  • Manages apprentice instructors and support staff to deliver the apprentice training plan (apprentices, as well as safety and technical training).
  • Confirms instructors meet safety expectations, managing performance through regular feedback, inspections, incident investigation analysis including taking corrective action, where required through mentoring, educating, and coaching.
  • Monitors performance and progress of apprentices, communication with Operations Leaders as well as reviewing and providing input to apprentice performance.
  • Supports Operations with management of apprentice progress and any issues/risks that impede employees from successfully completing their apprenticeship programs.
  • Collaborates in the creation of development plans for apprentices when required.
  • Maintains ongoing communication with apprentices during their operational placements to verify they are completing the required task exposures.
  • Administers the assessments of apprentice skill achievement at key milestones of the programs.
  • Leads work methods/continual improvement activities for tools, equipment and operational processes though research, benchmarking, internal and external networking, industry information sharing, Learning Teams, JACs and JHSCs to identify and implement opportunities to improve worker safety, performance and/or experience.
  • Leads projects/initiatives to enhance or improve the processes within the training program framework including modifications to existing or implementation of new systems or processes aligned to organizational strategy and purpose or human resources and safety strategy and plans.
  • Maintains and acts as subject matter expert with respect to apprentice training record/dashboard as well as historical records and management and internal and external certifications and standards.
  • Participates in internal and external audits of training system and records (as required). Provides follow-up support to close identified training gaps and reduce training risks.
  • Maintains records of product trials, project and communication plans associated with Work Methods activities.

REQUIREMENTS:

  • MEA Certified Journeyperson, College of Trades / Power Line Technician Red Seal Certification, completed Certified Power Cable Person, Distribution Systems Technologist or Power System Controller apprenticeship programs or an acceptable combination of technical education and relevant experience may be deemed equivalent
  • Minimum five (5) years of supervisory experience focused in the area of education, electrical distribution construction and maintenance
  • Minimum ten (10) years of experience in the electrical utility industry involved in electrical construction, maintenance, and operations, including extensive overhead, underground , stations and/or Controller electrical or extensive experience in construction and maintenance and related trade knowledge applied within an overall framework of Health and Safety (preferred)
  • Visits all work centres as required
  • Time in field observing apprentice performance and work practices
  • Manages a team of instructors and support / field staff (varies from 4 to 6 at a given time)
  • Coordinates and liaises with cohorts of apprentices (participants vary from 5-15 at a given time)
  • Leads projects that advance work methods including new tools and equipment, processes and/or work practices
  • Familiar with reading electrical drawings, feeder/operating prints, Electrical Utility Safety Rules, Utility Work Protection Code.
  • Familiar with various computer systems/applications including safety performance tracking systems, incident investigation techniques, work management and general office automation tools
  • Operates system vehicle having a Class “DZ” license requirement, able to obtain Class “AZ”
  • Demonstrates familiarity with special work procedures /practices for hazardous work environments
  • Strong project management skills; builds plans for implementation steps and schedules, identifies and overcomes obstacles, communicates project status to project champion and key organization groups (JHSC, JAC, Operations, etc.)
  • Uses collaborative decision-making process; encourages people to express their views, suggestions and actions; determines the causes or consequences; anticipates obstacles realistically and plans ways to deal with them
  • Strong conceptual thinking; sees “big picture”; identifies connections or patterns that are not obvious to others, develops innovative ideas
  • Strong relationship building ability; builds rapport, establishes relationships with colleagues and stakeholders, strong communication skills
  • Strong presentation abilities; effectively translates and delivers technical information, able to manage a classroom
