BACKGROUND

This contract supports the Vice Chief of the Defence Staff (VCDS) Group Headquarters' ongoing modernization efforts. The initiative aims to build a resilient, interoperable, and data-driven SharePoint Online and Azure environment in support of digital priorities. The THS resources will contribute by implementing digital enablers and standardized processes that ensure operational agility, regulatory compliance, and best practices of SharePoint Online and Azure environments.

SCOPE OF WORK

The contractor will provide two (2) THS resources to deliver scalable, user-focused digital solutions leveraging Microsoft technologies. Key activities include:

• Developing and optimizing SharePoint Online pages for usability, accessibility, and content discoverability
• Building custom Power Apps solutions to automate workflows and improve data collection
• Creating interactive Power BI dashboards and reports for operational insights
• Creating and maintaining SharePoint Online data repositories
• Ensuring solutions align with DND's enterprise architecture and lifecycle management standards

KEY TASKS & RESPONSIBILITIES

Each THS resource will be required to:

1. Develop and deploy SharePoint Online pages
2. Build and document Power Apps workflows
3. Provide Power BI dashboards and reports
4. Integrate digital solutions across Microsoft platforms
5. Collaborate with stakeholders to gather requirements and design solutions

MANDATORY QUALIFICATION CRITERIA

Candidates must clearly demonstrate ALL of the following mandatory criteria. Bids that simply list experience without providing supporting information, or reuse wording from the RFP, will NOT be considered demonstrated for the purpose of evaluation.

M2	Microsoft Power Platform & Analytics Automation	Must clearly demonstrate a minimum of 5 years' combined experience developing analytics and automation solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI), including recent experience with Microsoft Fabric.
