Overview
The Department of Municipal and Northern Relations is seeking a qualified candidate to fill the Manager, Municipal Funding Policy position. This role leads the design, development, implementation, and continuous improvement of Manitoba’s strategic municipal policy framework, aligning long‑term provincial priorities with emerging municipal needs.
Responsibilities
- Lead the design, development, implementation, and continuous improvement of Manitoba’s strategic municipal policy framework.
- Ensure alignment between provincial priorities and emerging municipal needs.
- Develop forward‑thinking funding strategies, balancing policy innovation with operational execution to enhance municipal financial sustainability and accountability.
- Collaborate with internal and external stakeholders to analyze data and evidence for decision‑making.
- Manage cross‑functional teams and provide supervision, coaching, and motivation.
- Prepare and present formal and informal presentations to a variety of audiences.
- Produce a variety of documents, including analytical materials, decision‑making documents, and public correspondence.
Essential Qualifications
- Post‑secondary diploma or degree, preferably Master’s level, in social sciences, public administration, or related discipline (or equivalent education, training and experience).
- Extensive experience researching, developing and evaluating policy and/or programs.
- Supervisor experience managing team, stakeholder engagement, cross‑functional collaboration, coaching staff.
- Strong interpersonal, communication, problem‑solving and analytical skills.
- Strong financial acumen, budgeting and funding program experience, assessing financial risks.
- Strong verbal and written communication skills for diverse audiences.
- Highly developed political acumen, ability to manage confidential and politically sensitive situations with diplomacy and tact.
Conditions of Employment
- Must be legally entitled to work in Canada.
- Ability to work overtime, including evenings and weekends as required.
- Must be able to travel nationally or internationally by ground or air, with overnight stays as required.
