Job description

Toronto Pearson is transforming. Now’s the time for your career to fly.

The Greater Toronto Airports Authority (GTAA) is a unique and dynamic place to work, with a bold plan to make Toronto Pearson, Canada’s leading global hub airport, a global leader in airport performance, customer care and sustainability. Together with our partners, approximately 2,100 GTAA employees are working to create a next-generation airport by innovating in all we do and striving for the most uplifting, safe and efficient experience for our passengers – all while championing the prosperity of our people, the community we call home, and our aviation partners. Join us on our journey together, as we put the joy back into travel and make Toronto Pearson the chosen place to fly and work.

What's in it for you?

  • An opportunity to grow, develop, and thrive within a dynamic, and fast-growing company alongside thoughtful and passionate individuals dedicated to their work and community.
  • Comprehensive benefits, including a flexible retirement program with employer matching, along with voluntary savings options (RRSP, TFSA, and Non-Registered Savings Plans).
  • A flexible hybrid work environment, continuous internal and external learning opportunities, and a meaningful reward and recognition program.

What can you expect from this position?

Reporting to the Associate Director, Corporate Health & Safety, the Manager, Technical Health & Safety leads the strategic development, delivery, and management of the ADTS Technical Health & Safety Management Program. Aligned with GTAA’s four strategic pillars: Culture & Employee Experience, Customer Experience, Operational Efficiency, and Innovation. This role ensures regulatory, mandatory, and job‑specific safety compliance across all technical work. As part of the Management Team, the Manager contributes to business unit strategy, supports informed decision‑making, and strengthens the overall health & safety culture at GTAA and Toronto Pearson.

As Manager, Technical Health & Safety, you will:

  • Develop and lead the Technical Health & Safety Program strategy and 3–5‑year implementation plan aligned to GTAA’s strategic pillars.
  • Engage and collaborate with ADTS, Business Unit partners, and Corporate Health & Safety teams to define requirements, integrate programs, and strengthen GTAA’s safety culture.
  • Determine and coordinate internal and external program delivery needs, including sourcing, scoping, and procuring vendors and consultants.
  • Manage and oversee vendor relationships for Health & Safety program contracts, contractors, and consultants to ensure high-quality service delivery.
  • Define, implement, and maintain a Maintenance Contractor Safety Program, ensuring standards, reporting, and corporate alignment are met.
  • Partner with Technical Training to design, deliver, and continuously improve OHS training, communications, schedules, and program content.
  • Maintain and update all Health & Safety documentation through a formal review cycle, ensuring accuracy, compliance, and accessibility.
  • Lead compliance oversight by developing schedules and processes for audits, corrective actions, regulatory updates, and communications.
  • Monitor legislative and policy changes and develop strategies to update standards, address gaps, and ensure staff awareness and compliance.
  • Represent ADTS and other BUs on GTAA Health & Safety committees and technical forums (e.g., POSH, WHSC, TCMS, TOSH), driving culture, competency, and compliance.
  • Project manage and support Technical Health & Safety committees, ensuring effective sustainment, reporting, and program advancement.
  • Develop and deliver regular performance reporting—including KPIs, audits, corrective actions, training compliance, and contractor safety metrics—to inform leadership and drive continuous improvement.
  • Role‑model GTAA’s Leadership Behaviours by driving collaboration, innovation, strong execution, and clear communication to support a high‑performing, future‑ready organization.

This is the role for you, if you have:

  • 7 years of experience in health and safety preferably in both public and unionized environments.
  • 5 years of experience in leadership capacity.
  • Canadian Registered Safety Professional (CRSP) or a Certified Industrial Hygienist and/or equivalent Health & Safety professional certification(s), designation(s) or license(s).
  • One of the following certifications within Canadian Registered Safety Professional (CRSP); Certified Health and Safety Consultant (CHSC) Certified Disability Management Professional (CDMP).
  • A strong ability to interpret and apply OHSA, WSIA, the Ontario Human Rights Code, collective agreements, and related Canadian health and safety legislation.
  • Proven experience delivering impactful OHS training, leveraging management systems, and using Microsoft applications to support safety programs.
  • Hands-on expertise managing disability- and wellness‑related programs, including WSIB (Schedule 2), STD/LTD, disability management software, and third‑party vendor partnerships.
  • Demonstrated leadership and project management skills, with experience in ergonomics, psychological and musculoskeletal injury prevention, and public/municipal sector environments (considered assets).
  • Post-secondary degree in Health and Safety, Human Resources, Disability Management or related education and industry experience.
  • Ability to obtain and retain a Transportation Security Clearance.

The GTAA is committed to Employment Equity and maintaining a diverse, equitable and inclusive workplace where everyone can thrive.
