Located in Toronto, the Art Gallery of Ontario is one of the largest art museums in North America, attracting approximately one million visitors annually. The AGO Collection of more than 120,000 works of art ranges from cutting-edge contemporary art to significant works by Indigenous and Canadian artists and European masterpieces.

We are currently seeking an Assistant Manager, Purchasing to join our Financial Services team. Under the direction of the Director, Financial Services the incumbent will manage, organize, and plan the procurement process, including the sourcing, evaluation, and acquisition of goods and services. They will obtain best value for all procurements, in accordance with AGO purchasing policies and governing directives. They will consolidate service / supply requirements whenever possible to gain the most leverage in quality, price, delivery, and vendor service as well as identify opportunities to utilize "vendors of record".

What is this position responsible for?

  • Directs the AGO procurement and purchasing program including the design, development, evaluation, and execution of all Requests for Proposals, Requests for Quotations, etc. Leads procurement processes that are open, fair, and transparent to all vendors.
  • Subject matter expert with respect to purchasing and procurement. Assesses the impact of any changes in legislation or legal case precedents and makes appropriate policy or contract adjustments to ensure compliance. Provides leadership to managers at all levels regarding correct or best procurement processes for different types of expenditures.
  • Ensures that "best practices" are adhered to within the department and updates work flow processes, task manuals, and templates in order to provide consistent, effective service to the organization.
  • Communicates information, responds to inquiries, resolves issues, and approves processing adjustments as required. Ensures that purchasing documents are being retained as required. Addresses compliance by contractors
  • Updates purchasing policies and procedures to improve service levels to the organization, ensuring that up-to-date procurement methodologies and best practices are used, and that the integrity of the process is maintained or enhanced.
  • Maximizes automation opportunities.
  • Manages timelines for Purchasing cut-off procedures at year-end. Provides information to external auditors as required. Ensures month-end and year-end reports are produced as applicable, e.g. monthly reporting on non-competitive purchases, year-end procurement reporting required under the Canadian Free Trade Agreement, etc.
  • Manages work performance of department staff through hiring, training, assigning tasks, monitoring work, and managing performance. Leads delivery of services in accordance with department systems and procedures; applicable collective agreements; and AGO's policies and procedures on security, administration, human resources, and department manager / supervisor responsibilities for workplace health and safety.
  • Performs other duties as assigned.

What are we looking for?

  • Degree / diploma in Business Administration or similar, or equivalent experience.
  • Designated or near-completed professional designation from the National Institute of Governmental Purchasing (e.g. CPPB (Certified Professional Public Buyer) or CPPO (Certified Public Procurement Officer) or the Purchasing Management Association of Canada (e.g. SCMP (Supply Chain Management Professional) or CPP (Certified Professional Purchaser)).
  • Minimum of five years' experience (ideally with some in a management role) in public purchasing, including experience in strategic procurement and in preparing Requests for Quotations, Requests for Proposals, etc.
  • Experience with contract management and vendor negotiations.
  • Comprehensive understanding of public purchasing principles.
  • Thorough knowledge and experience working with Province of Ontario Directives or other government requirements.
  • Negotiation, analytical, conflict resolution, problem solving, and project management skills.
  • Experience developing and managing office practices and procedures.
  • Demonstrated keyboarding skills and experience with applicable computer programs.
  • Organizational skills, ability to prioritize and perform multiple tasks.
  • Well-developed verbal and written communication skills.
  • Interpersonal skills to communicate effectively with suppliers, contractors and staff of all levels.
