Vice President & Chief Nursing Executive, Clinical Services

About the Role

The Vice President & Chief Nursing Executive, Clinical Services is a transformational leader who shapes the future of patient care at North Bay Regional Health Centre. This role exists to inspire excellence in clinical practice, champion compassionate and equitable care, and lead the evolution of healthcare delivery in a rapidly changing system. This role is accountable for the quality, safety, and delivery of patient care services and ensures alignment with the organization’s strategic priorities, regulatory requirements, and professional practice standards.

Reporting to the President & CEO, the VP & CNE, Clinical Services leads a diverse portfolio of inpatient, outpatient, and specialized clinical programs, with direct leadership responsibility for senior clinical leaders and indirect oversight of large, multidisciplinary care teams across the organization.

A key focus of this role is transforming and modernizing clinical services through evidence-based practice, quality improvement initiatives, workforce optimization, and the effective use of digital health solutions. The successful candidate will champion patient-centred care, clinical excellence, innovation, and professional practice while supporting the growth, engagement, and sustainability of the clinical workforce.

Key Responsibilities

Strategic & Clinical Leadership

You will provide executive leadership and strategic oversight for nursing and clinical services, ensuring the delivery of safe, high-quality, patient- and family-centred care across the organization. You will contribute to corporate strategy development and execution, translating organizational priorities into effective clinical service plans and measurable outcomes.

You will lead and support clinical leaders in navigating system pressures, operational challenges, and transformational change, fostering a culture of accountability, collaboration, and continuous improvement.

Professional Practice & Quality of Care

You are accountable for professional nursing practice, clinical standards, and scope of practice across all programs. You will ensure compliance with regulatory bodies, accreditation standards, legislation, and professional guidelines, while promoting evidence-based practice and innovation in care delivery, advancing fit-for-purpose patient involvement grounded in respect, partnership, and shared accountability to ensure care reflects the needs, voices, and experiences of the patients served.

You will oversee quality, patient safety, risk management, infection prevention and control, and clinical utilization initiatives, using data and performance indicators to drive improvement and inform decision-making, while acting as a strong champion of Indigenous Reconciliation, Equity, Diversity, and Inclusion (IEDI), embedding equitable practices into quality improvement, patient safety, and care outcomes across the organization.

Clinical Operations & Resource Management

You will provide oversight of clinical operations, including staffing models, budget development and management, and resource allocation to ensure efficient and sustainable service delivery. This includes responsibility for managing clinical budgets, optimizing staffing and skill mix, and ensuring alignment with patient volumes and acuity.

You will work collaboratively with medical leadership and operational partners to support integrated care delivery and effective interprofessional collaboration.

Workforce Development & Engagement

You will champion recruitment, retention, and professional development for nursing and clinical staff. You will support leadership development initiatives, mentorship, and career advancement opportunities to strengthen clinical leadership capacity across the organization.

You will create a positive and innovative work environment by setting an inspiring example, coaching and mentoring leaders, and empowering teams to adapt to change, build new competencies, and contribute meaningfully to organizational success.

Health, Safety & Wellness

You are responsible for promoting a culture of health, safety, and wellness within clinical environments. You will collaborate with organizational partners to address workplace safety risks, staff well-being, attendance management, and disability management, ensuring safe care environments for patients and staff alike.

System Partnerships & Governance

You will represent NBRHC in regional and provincial forums, professional associations, and system planning initiatives. You will prepare and present reports to the executive team, Board of Directors, and committees, providing evidence-based recommendations and clinical insight to support informed governance and decision-making.

What You Bring

  • 10–15 years of progressive nursing leadership experience, including senior-level clinical and executive roles, with demonstrated accountability for both organizational performance and professional nursing practice, fulfilling the dual role of Vice President and Chief Nursing Executive
  • Bachelor’s degree in nursing is required; master’s degree in nursing, health administration, or a related field preferred
  • Current registration in good standing with the College of Nurses of Ontario (CNO)
  • Proven experience leading complex clinical operations in an acute care or healthcare environment
  • Strong knowledge of professional practice standards, healthcare legislation, accreditation requirements, and patient safety principles
  • Demonstrated success in quality improvement, change management, and clinical transformation initiatives
  • Experience with budget management, and optimization of clinical resources
  • Strong analytical skills with the ability to use data, quality indicators, and evidence to inform decisions
  • Exceptional interpersonal, communication, and presentation skills, with the ability to influence and collaborate effectively at the executive, medical, and frontline levels
  • Proven ability to build credibility and trust with physicians, clinical leaders, unions, and interprofessional teams
  • A track record of sound judgment, strategic thinking, and results-driven leadership in a complex healthcare environment
  • Ability to manage multiple priorities and lead large-scale initiatives with a positive impact on patient outcomes and organizational performance
  • A commitment to lifelong learning and to developing others as leaders
  • Resilience, courage, and optimism in the face of healthcare system pressures
  • Demonstrated commitment to continuous learning, professional development, and advancing nursing and clinical practice
