Scope
The Office of the Public Guardian and Trustee (OPGT) requires a Programmer / Developer L3 with 5-9 years' of application development and support experience in IMS DB / DC Mainframe Express (PC environment) using Enterprise COBOL for ZOS, BTS, JCL and CLIST to work with the OPGT on their Trust Account Management system known as PGTAMS.
The primary objective of this project is to assist in the support and enhancements to the functionality of the OPGT’s Trust Account Management system.
Assignment Deliverables :
Provide Cobol-based PGTAMS application support for the users on an ongoing basisSupport, maintain and enhance the Trust Accounts Management System (PGTAMS), including required testingPerform required analysis; business requirements prepare functional specifications and detail designsWrite or change, maintain and unit test programs in IMS DB / DC Mainframe Express (PC environment) using Enterprise COBOL for ZOS, BTS, JCL and CLIST, following existing standards.Provide support for Easytrieve processesWrite or change, maintain and unit test programs for conversion, and Integration (between the mainframe and application servers using tools such as Connect Direct, HIS and IMS connect) following existing standards.Promote programs from development to system test. System test online and batch programs. All work must follow existing standards.Provide support in the development & production environments.Ensure all work completed in compliance of the OPGT’s system development lifecycle (SDLC)Prepare specifications, and document all modifications and enhancements made following existing standards.Completed assigned project work within the timeframes set out in the project plans On-call support for PGTAMSRespond to after hour system abends and provide immediate resolution to enable the daily batch process to complete successfully by 4 : 00 amPerform daily verification of the previous business days batch process and print reports Add on-request jobs to the Ad-hoc processPerform other functions related to the project as required under the direction of the Manager of Technology Services.Desired Skills and Experience :

This position is currently listed as "Onsite" ; however, the Assignment under this request will provisionally be "Hybrid" , working 7.25 hours per calendar day, sometime between 8 : 00 AM and 5 : 00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment, you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.
The VOR Master Service Agreement which expires on April 5, 2026, leaves some Contracts with funding unassigned for fiscal 2026-27. If the current statement of work expires on March 31, 2026, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2026, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2026, and be upon the same terms, conditions, and covenants contained in the SOW.
The start date is subject to change based on security clearances and contract signing timelines.
