Job description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Rail Corridor Access & Control Office is seeking a Workblock Planning Officer to facilitate the planning and scheduling of complex, multi-disciplinary, multi-million dollar and multi-year track work of Capital Projects Group (CPG), Rail Corridors (RC) and Third-Party Projects from inception to completion while maintaining Operations and the customers it serves. What will I be doing?

  • Consults with construction project teams to ensure that planning is completed prior to the commencement of work and to establish sequencing and duration of the project. Develops working schedules which delineate the sequence of work activities and contract timing requirements.
  • Identifies opportunities to combine work activities of various groups into a simultaneous workblocks to improve efficiency, reduce cost, and mitigate operational disruptions.
  • Monitors project critical paths and prepares schedule analysis to identify impacts of progress and / or scope changes on previously scheduled target dates. Recommends corrective action to Project Managers as required.
  • Develops schedule mitigation strategies and impact analysis, reporting on schedule issues and critical tasks to management, analyzing schedule sensitivity and risk, alerting management on issues and recommending solutions to schedule issues and high risk areas.
  • Facilitatesconference calls with relevant stakeholders to address possible conflicts and issues with work schedules.
  • Builds strong relationships with all internal & external stakeholders, contractors & operations.
  • Provides oversight to ensure that scheduling risks and issues are identified, resolved and / or escalated as needed.

What Skills and Qualifications Do I Need?

  • Completion of a diploma in Business Administration, Transportation or Rail Operations, Logistical planning or a related discipline – or a combination of education, training and experience deemed equivalent. Canadian Rail Operating Rules (CROR) certification is an asset.
  • Demonstrated experience in the transportation industry with direct involvement in project management related construction and scheduling.
  • A valid driver’s license is required to travel to various site locations, public meetings, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record.
  • Railway infrastructure construction and construction practices and sequencing. Principles, practices, techniques and tools related to schedule development and operations analysis activities in a transportation setting considered an asset.
  • Applicable legislation and railway operating rules affecting railway, public, and employee safety would be considered an asset.
  • Planning and organizational skills to manage multiple priorities simultaneously and meet the time demands of unpredictable activities or events.
  • Problem solving and negotiation skills to identify problems / issues and review related information to develop and evaluate options and implement solutions with respect to scheduling.
  • Relationship management and consultation skills to effectively handle external stakeholders in the scheduling of maintenance activities. Problem solving and analytical skills to develop work schedules for multiple construction projects and to identify opportunities to combine work activities of various groups to minimize service disruption.
