      Reporting to the General Manager, Employment & Social Services, the Director, Employment and Social Services will have oversight of key portfolios supporting program delivery, including strategic and operational policy, business intelligence and analysis and privacy and access. In addition, you will have oversight of the Division’s commitments under key City initiatives, including its Poverty Reduction and Data for Equity strategies. You will also be responsible for developing the long term-vision and goals of the division, ensuring ongoing adaptability and seamless operations delivery. Skilled in change management and with a track record of successfully driving and sustaining transformational efforts within complex organizations, you bring an innovative mindset, capable of navigating challenges and implementing strategies that meet the evolving needs of the communities we serve.

      Specifically, you will provide leadership in the areas of :

      Strategic & Collaborative Leadership :

    • Direct the continuous improvement of divisional performance; improve systems, data programs, access & equity, and performance management. Analyze and lead effective change toward service and program improvement.
    • Contribute to the development of the division's strategic vision and plans; ensures their understanding and integration throughout the division and inspire teams towards shared goals.
    • Team Management and Development :

    • Guide and support a diverse team, providing coaching and mentorship to foster professional growth and development.
    • Leads the development of district and program management teams, ensuring the development and achievement of key competencies, manages succession planning and ongoing organizational development.
    • Program Operations & Legislative Leadership :

    • Directs program support design activity and management processes to meet policy objectives as defined by Provincial legislation and Council.
    • Provides direction regarding the interpretation of complex legislation and controversial policy issues including Ontario Works, related programs, Family Support, Special Needs, employment and financial support as well as other government income and social support programs.
    • Directs the development of sustainable partnerships with community organizations, private sector and other levels of government to establish programs and services to meet client and community needs.
    • Financial Oversight and Budget Management :

    • Supports the development of the annual budget and ensures that the portfolio’s expenditures are controlled and maintained within approved budget limitations.
    • Key Qualifications :

    • Relevant post-secondary education in Social Services, Public Admin, or an equivalent combination of work experience and education
    • Considerable experience leading a high performing, diverse team; ability to manage team through change, ensuring continued successful service delivery.
    • Considerable experience leading a large social services team; including experience overseeing service support and / or delivery, budget management, and labour relations in a unionized environment.
    • Experience in building strategic partnerships and ability to advocate for funding and program support.
    • Exceptional partner management skills with the ability to manage multiple competing interests and priorities.
    • Experience with data access and equity is an asset.
    • Lived experience as a black, indigenous, person of colour, or person with disabilities is an asset.
