Highlights of the job

The Senior Advisor, Regulatory Affairs is accountable for leading the planning, development, submission, defence, and approval of EPCOR Energy Alberta (EEA) regulatory applications and compliance activities. This role provides strategic regulatory advice and subject matter expertise, while managing the workflow across the regulatory affairs work team, corporate shared service work teams and BU work teams preparing the financial, operational and technical aspects of regulatory applications, Thesealso includes establishing, maintainingand managing relationships across business units, corporate shared service teams, regulatory bodies, legal counsel, and industry stakeholders.

You’ll play a critical role in influencing regulatory outcomes, ensuring compliance with Alberta Utilities Commission (AUC) requirements, and supporting EPCOR's business objectives through sound regulatory strategy and advocacy.

What you’d be responsible for

TheSenior Advisor, Regulatory Affairs, reports to the Associate Director, Regulatory, Energy Procurement and Analyticswith key responsibilities that include (but not limited to):

Planning & Strategy

  • Providing input into the Associate Director, Regulatory, Energy Procurement and Analytics' strategic plans and direction, while ensuring an appropriate understanding of regulatory strategy and maintaining effective relationships across EUI.
  • Developing and implementing department-level deliverables and priorities within the context of Regulatory, Energy Procurement and Analytics business plans.
  • Identifying budget requirements associated with the preparation, filing, and defence of regulatory applications, while reconciling recoverable and non-recoverable regulatory costs.
  • Ensuring optimal results against established performance metrics by filing accurate regulatory applications on time and within budget, while monitoring and reporting on compliance activities.
  • Ensuring effective cross-functional accountability and collaboration across business units, corporate shared services, and regulatory teams.

Regulatory Leadership

  • Leading the development, coordination, preparation, filing, and defence of regulatory applications for EEA.
  • Developing regulatory strategies and approaches that support EEA's business objectives and regulatory outcomes.
  • Compiling, reviewing, editing, and integrating technical, financial, operational, and strategic content for regulatory filings.
  • Leading or supporting regulatory hearing processes, including preparing interrogatory responses, witness evidence, undertakings, written arguments, reply arguments, and stakeholder engagement activities.
  • Identifying and implementing strategies to mitigate regulatory risk and support successful application outcomes.
  • Intervening in external utility proceedings to support EPCOR's interests and monitor regulatory developments impacting EEA.

Analysis & Compliance

  • Providing quantitative, financial, operational, and strategic analysis to support regulatory applications and compliance filings.
  • Monitoring, managing, and improving EEA's regulatory compliance processes and reporting requirements.
  • Developing and implementing regulatory processes, procedures, and controls to ensure compliance with applicable legislation, AUC rules, policies, codes of conduct, and regulatory requirements.
  • Making decisions and providing recommendations on behalf of EEA regarding regulatory applications, compliance matters, and regulatory positions.
  • Maintaining confidentiality and exercising sound judgment when handling sensitive and strategic information.

Relationship Management

  • Establishing and maintaining effective working relationships with internal stakeholders, including Finance, Operations, Engineering, Customer Care, Legal, and Executive leadership teams.
  • Collaborating with regulatory team members to support EEA regulatory applications and strategic initiatives.
  • Liaising with external stakeholders, including the Alberta Utilities Commission (AUC), legal counsel, consultants, interveners, and other utilities.
  • Demonstrating a high-performance, disciplined, accountable, innovative, and customer-focused approach to work.

What’s required to be successful

Qualifications

  • University degree in Engineering, Economics, Law or Business or Accounting designation or equivalent.

Experience that includes:

  • 5+ years of utility industry experience, in the areas of regulatory affairs or utility regulation, law, economics, finance, accounting, policy development or related roles
  • Supporting, preparing, reviewing, or leading regulatory applications, compliance filings, regulatory submissions, or regulatory proceedings.
  • Working collaboratively with cross-functional stakeholders to deliver complex regulatory, financial, operational, or strategic initiatives.

Technical Skills

  • Strong knowledge of Alberta's utility industry structure, regulatory framework, regulatory processes, and policy environment.
  • Strong understanding of regulatory principles, utility ratemaking methodologies, regulatory accounting practices, and cost allocation approaches.
  • Strong knowledge of finance and accounting principles, including financial analysis, budgeting, forecasting, and financial reporting.
  • Strong quantitative, analytical, and problem-solving skills, with the ability to evaluate complex financial, operational, technical, and regulatory information.
  • Ability to translate findings into actionable recommendations while providing regulatory analysis to support regulatory applications, compliance filings, and strategic decision-making.
  • Ability to coordinate and integrate technical, operational, financial, and business inputs from multiple stakeholders into comprehensive regulatory applications and compliance filings
  • Strong report writing, editing, and document review skills, with the ability to prepare clear, concise, and persuasive regulatory filings and supporting documentation.
  • Advanced proficiency in Microsoft Excel for financial modelling, analysis, reporting, and data management, along with strong working knowledge of Microsoft Office applications and other tools used to support regulatory analysis, reporting and presentations.
  • Strong understanding of regulatory compliance requirements, risk management practices, and governance principles.

  • Exceptional written and verbal communication skills, including the ability to prepare persuasive regulatory submissions and communicate complex concepts to diverse audiences.
  • Strong stakeholder management and relationship-building skills, with the ability to collaborate effectively across business units and external organizations.
  • Demonstrated ability to balance regulatory requirements, business objectives, and strategic priorities when developing recommendations.
  • Strong planning, organizational, and project management skills, with the ability to manage multiple regulatory initiatives and competing deadlines simultaneously.
  • Sound judgment, discretion, and professionalism in handling confidential, sensitive, and strategic information.
  • Demonstrated ability to take ownership of complex assignments, exercise sound judgment, with the ability to successfully manage complex assignments and contribute effectively within a collaborative team environment.
  • Demonstrated facilitation skills, with the ability to coordinate cross-functional teams and drive alignment on regulatory matters.

  • Experience engaging with regulators, legal counsel, industry stakeholders, or external agencies.
  • Experience serving as a company witness, supporting hearing preparation, or participating in regulatory proceedings.
