Role
The Program Manager – Major Projects is responsible for the strategic oversight, coordination, and delivery of the organization’s major projects portfolio, directly reporting to the Chief Operations Officer (COO). This role provides leadership to Project Managers assigned to large, complex, and high-risk projects, ensuring consistent execution, strong governance, and alignment with business objectives.
Acting as the senior escalation point for major projects, the Program Manager ensures projects are delivered safely, on schedule, within budget, and to quality standards, while driving continuous improvement across project delivery processes, tools, and performance.
Responsibilities
Program & Portfolio Oversight
- Provide end-to-end oversight of all major and complex projects within the portfolio
- Establish and maintain program-level plans, milestones, and performance metrics
- Ensure alignment between individual project objectives and broader organizational goals
- Identify interdependencies, risks, and resource constraints across projects and proactively manage impacts
Leadership & People Management
Lead, coach, and mentor Project Managers assigned to major projectsSet clear expectations for project execution, reporting, and accountabilitySupport Project Managers with escalation management, decision-making, and issue resolutionParticipate in hiring, onboarding, performance reviews, and development planning for PMsGovernance, Controls & Reporting
Establish and enforce standardized project governance frameworks, stage gates, and approval processesEnsure accurate forecasting, cost control, schedule management, and change management across all major projectsProvide executive-level reporting on program status, risks, financials, and performance indicatorsAct as the primary escalation point for critical project issues and client concernsFinancial & Commercial Management
Oversee program-level budgets, forecasts, and cash flow in collaboration with Finance and Project ControlsReview and approve major project estimates, change orders, and commercial strategiesEnsure contractual obligations are understood and managed consistently across the portfolioStakeholder & Client Management
Serve as a senior point of contact for key internal and external stakeholdersSupport client relationships on high-profile projects, including issue resolution and strategic discussionsCollaborate closely with Engineering, Construction, Safety, Procurement, and Operations leadershipSafety, Quality & Risk Management
Champion a safety-first culture across all major projectsEnsure quality standards, risk management practices, and compliance requirements are consistently appliedLead program-level risk reviews and mitigation planningContinuous Improvement
Drive standardization and best practices across project deliveryIdentify opportunities to improve tools, systems, workflows, and reportingContribute to the development of long-term project delivery strategies and capability growthRequirements
Qualifications
Undergraduate degree in Electrical Engineering, Business or a related field requiredProject Management Professional (PMP) designation or equivalent requiredMinimum of 7+ years of experience in project management and major project delivery, with at least 5 years in a leadership role.Experience working in regulated, safety-critical environmentsExperience managing projects across multiple regions or jurisdictionsProven experience managing multiple large, complex projects simultaneouslyDemonstrated leadership experience overseeing and developing Project ManagersStrong understanding of project controls, scheduling, cost management, and risk managementExcellent communication, stakeholder management, and executive-level reporting skillsBenefits
