The Opportunity:
Procom is seeking a highly experienced and strategic Director of Compliance to lead, evolve, and continuously improve our enterprise-wide compliance program across North America. This is a senior leadership opportunity to shape compliance as both a safeguard and a business enabler — ensuring operational excellence, building client trust, and protecting our contractors, clients, and business.
Reporting directly to the Chief Operating Officer, you will design and execute a compliance strategy aligned with principles of prevention, detection, and continuous improvement. You will lead a team of compliance professionals, oversee ISO programs and audits, and proactively embed compliance into business processes, tools, and workflows in partnership with Operations, Technology, Back Office, People & Culture, and other stakeholders.

Key Responsibilities:
- Design, implement and continuously improve Procom’s enterprise-wide compliance framework across North America aligned with best practices.
- Conduct enterprise-wide compliance risk assessments, audits, and monitoring programs, driving remediation plans to ensure adherence to legal, regulatory, and contractual obligations.
- Review, develop and strengthen business rules to support audit readiness and compliance effectiveness.
- Build and lead a master annual compliance plan, mapping activities, deadlines and ownership across departments.
- Manage and maintain ISO-related compliance standards, certifications, and audits, ensuring ongoing adherence and continuous improvement.
- Manage and mentor a compliance team, fostering a culture of accountability, integrity, and continuous improvement.
- Serve as the trusted compliance advisor to the COO and executive team.
- Partner with executive leadership to align compliance initiatives with business goals and client expectations.
- Build and deliver compliance training tailored to the unique needs of individual business units.
- Partner with business leaders to embed compliance into day-to-day practices and decision-making.
- Monitor evolving legislation and proactively adapt the compliance program to stay ahead of regulatory change.
- Lead change management initiatives to ensure new policies, processes, and frameworks are successfully adopted.
- Provide executive-level reporting on compliance maturity, risk posture, and key outcomes.
Skills and Knowledge Required:
- 10+ years of progressive experience in compliance, legal, or risk management with at least 5 years in a senior leadership role.
- Proven track record managing compliance programs across U.S. and Canadian jurisdictions.
- Deep expertise in employment law, worker misclassification, federal contractor obligations, payroll, privacy, and ISO compliance.
- Experience designing compliance programs aligned with DOJ principles and building policies, audit frameworks, and business rules that withstand external review.
- Strong background in audits, investigations, root cause analysis and remediation planning.
- Strong business acumen, with the ability to connect compliance to operational and business goals.
- Demonstrated ability to lead change management and drive adoption of new policies and frameworks across business units.
- Experience partnering across business units to embed compliance into systems and workflows.
- Knowledge of health & safety and workers’ compensation programs (OSHA in the U.S., OHSA/WSIB/WorkSafe BC in Canada).
- Deep knowledge of data privacy and security: GDPR, CCPA (California), CPRA (California), PIPEDA, and Quebec privacy law (Bill 64).
- Skilled communicator able to translate complex regulations into actionable practices and influence at all organizational levels.
- Courageous leader who holds stakeholders accountable while building trust and collaboration.
- Demonstrated ability to mentor and grow their team.
- Bachelor’s degree required.
- Certified Compliance & Ethics Professional (CCEP), CIPP/US or CIPP/C, ISO Lead Auditor, or equivalent credentials are considered strong assets.
