Job description

The successful candidate

should be a visionary leader who is well experienced with the complexities of facilities operations and construction management. Possessing a collaborative style of leadership, and demonstrating a high level of professionalism, the Director builds engagement with both staff and partner groups by creating a true team environment, leveraging the considerable expertise that exists within the organization. With a proven knowledge of capital planning, construction, operation, and maintenance of a large institutional setting, the successful applicant will demonstrate sound knowledge of facilities management principles involved in strategic planning, asset management, customer service, resource allocation, talent management, and safety and security procedures. The Director will work across the District, engaging administrators and staff at all levels to collaboratively craft a cohesive facilities plan in alignment with the Board Strategic plan. Hours of Work: (8) hours per day Duties to Commence: As soon as possible after closing Work Year Base: Twelve (12) months per year Commencing Salary: $123,680 - $154,600 Financial Responsibility Operating Budget: 9.7 Million Project Budgets: 2-3 Million Supervision Exercised Direct Reports: 3 Indirect Reports: 120-130 (supervised by the direct reports) Duties to be assigned include: Develops and implements the Strategic Facilities Plan in alignment with the Education Plan; Develops and implements an Energy Management Plan and procedures for all facilities, assist schools and facilities in developing energy-saving practices and foster a culture of environmental stewardship; Maintains an effective organizational structure for facilities services departments; In consultation with the Secretary-Treasurer, develop and monitor short and long range plans required by the Ministry of Education and Childcare, including but not limited to, the annual five-year capital planning process and annual facilities spending plan process. Directs the implementation of approved facilities budgets and the replacement program for fleet vehicles and equipment; Oversees and manages major and minor capital projects; Oversees compliance obligations and applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health and safety matters; Provides regular and ad-hoc status reports to the Board and senior team on issues such as strategies, plans, status, emerging issues and proposed solutions as related to the implementation of the strategy; Leads the facilities services departments by establishing departmental goals, developing implementation plans, and evaluating results in alignment with the Strategic Plan; Develops, implements and ensures compliance with administrative procedures for facilities planning, management and maintenance; Develops the capability of the department through good recruitment practices, performance management, supervision, engagement, training and development of staff; Develops and maintains effective working relationships with government officials, the local health authority and municipalities, other school district, private sector organization, contractors and vendors; Establishes and maintains facilities management systems, procedures, controls, and best practices. Ensures compliance and identifies and implements opportunities for improvement; Performs all related duties as may be assigned by the Secretary-Treasurer. Qualifications and Attributes: A BC or Inter-provincial Trade Qualification is preferred; Five (5) years progressive facilities management and construction management responsibility in a leadership capacity; Demonstrated ability to lead complex and comprehensive facility development projects; Strong financial acumen, including financial management capabilities related to capital projects and operating budgets; Excellent knowledge of building construction methods, and building envelope fundamentals; Excellent knowledge of applicable acts, regulations, engineering principles and safety standards; Strong organizational skills with the ability to work under pressure and manage competing priorities; ability to communicate effectively including the ability to speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques; Ability to assess situations to determine the importance, urgency and risks, and make clear decisions that are timely and in the best interest of the organization; Ability to set priorities, develop a work schedule, monitor progress towards goals, and track details, data information and activities; Strong leadership skills with the ability to delegate, motivate, and manage 3 employees in a unionized environment; A valid driver's license with a clean abstract; and Able to pass a vulnerable sector criminal record check Please Note: Proof of graduation and or highest level of education is required prior to starting workFor more information,
