EPM Architects — Location of Services: Victoria, BC. Positions: 3. Estimated Work Start: 18-Aug-2025. Estimated Work End Date: 31-Mar-2026. Availability for occasional onsite work in Victoria, BC.
The Ministry of Finance is undertaking a strategic transformation to centralize, standardize, and automate its budgeting and forecasting processes through the implementation of Oracle Enterprise Performance Management (EPM) Cloud Services. This project aims to replace legacy spreadsheets and systems with a scalable, integrated solution supporting workforce and financial planning.
Oracle EPM Architect will play a key role in leading the technical design, integration, and implementation of the EPM solution alongside government stakeholders, vendors, and internal IT teams.
Key Responsibilities:
- Lead and architect the implementation of Oracle EPM Cloud solutions, including:
- Workforce Planning
- Financials Planning
- Narrative Reporting
- Data Management and EPM Integration
- Groovy Scripting and Custom Logic
- Evaluate and validate key design decisions and proof of concepts for workforce and financial forecasting.
- Create solution architectures, integration diagrams, service maps, and business-to-IM/IT process mappings.
- Provide technical leadership and resolve architectural or implementation conflicts.
- Collaborate with internal architects (Level 1) for enterprise-wide architecture adjustments.
- Work closely with business stakeholders to align EPM solution capabilities with Ministry goals.
- Recommend best practices for configuration, security, integration, and automation of source system data.
- Support training, change management, and user adoption efforts by providing technical documentation and mentorship.
Required Skills & Qualifications:
- Minimum 10+ years of hands-on experience implementing Oracle EPM Cloud (or legacy Hyperion), including:
- Financial Planning and Workforce modules
- Data integration and management
- Narrative reporting and dashboarding
- Groovy scripting for custom calculations
- Proven experience leading multi-disciplinary design and development teams on strategic or complex IT projects.
- Experience working in complex IT environments and/or public sector organizations.
- Strong understanding of planning, budgeting, and forecasting business processes.
- Ability to create and communicate technical designs, process flows, and architectural documentation.
- Knowledge of enterprise integration strategies, security models, and performance optimization.
- Ability to lead workshops, resolve issues, and provide actionable recommendations.
- Excellent stakeholder engagement and communication skills.
Nice to Have:
- Public sector experience in budgeting and financial systems
- Experience with Government of British Columbia's IT architecture or financial frameworks
- Familiarity with legacy finance systems and transition planning
