Job description

POSITION SUMMARY

Reporting to the Manager, Professional Development (PS), the Education Coordinator (PS) works collaboratively with Paramedic Services leadership. Responsible for providing educational leadership and training to assist staff in performance of their duties as they relate to the provision of patient-centered care and IPAC requirements in accordance with paramedic standards and the Ambulance Act. The Education Coordinator will assess learning needs, plan, design, develop, deliver, evaluate and report staff learning and development programs for Paramedics Services. The individual ensures consistent education delivery in consideration of safety, best practices, and Ministry of Health compliance requirements. Participate in research and special projects as required.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  • Learning and Development Functions:

  • Research, plan, design, develop curriculum, and deliver learning plans, modules, and evaluations, for staff in accordance with applicable guidelines, regulations, legislation, policies and procedures.

  • Design, develop, deliver, and evaluate training programs and materials for Paramedics and Operations Supervisors

  • Work with the Scheduling Department to ensure all active paramedics attend required training sessions. Track attendance at training sessions and amend staff schedules as required.

  • Ensure training environments remain productive and respectful, managing staff behavior as required.

  • Regularly update training manuals and materials to reflect practice, program, and legislative changes.

  • Conduct needs analysis with multiple stakeholders to assess appropriate training products and contracts for service and make recommendations to Paramedics Services operations.

  • Seek cost-effective expertise within the local community to meet pre-determined training needs.

  • Act as a coach to staff providing individual support as requested or required, and support staff learning while doing operational shifts or attending stations and hospitals.

  • Provide training and support to Paramedic Coaches and Preceptors.

  • Create and deliver personalized education plans for staff that are returning to practice.

  • Coordinate training sessions and set up training rooms and equipment as required.

  • Oversee and deliver the In-House CPR Program, ensuring compliance with Ministry of Health recommendations and Heart and Stroke Guidelines

  • Work collaboratively with the Program Coordinator of Employee Experience to develop and deliver training and evaluation materials to Student Transition to Employment Program (STEP) students and new paramedic staff during onboarding.

  • Design, develop, deliver, and evaluate training programs and materials for QCP Fire Departments.

  • Regularly onboard QCP Acting Trainers and provide support and training to ensure the education delivered to our QCP departments is consistent and of the highest quality. This may occur during evenings and weekends.

  • Schedule Acting Trainers to meet program needs.

  • Coordinate vehicle availability with Fleet and Operations for educational purposes.

  • Participate in the delivery of education to QCP firefighters, as required (may occur during evenings and weekends)

2. Evaluation, Reporting, and Research Activities:

  • Research and implement appropriate tools to evaluate the effectiveness of training programs; prepare summary reports on participant feedback; make recommendations or revisions, as required.

  • Complete special projects associated with the department and other training, research, and communications.

  • Utilize the online learning management system and report on education attendance and completion rates to management.

  • Support Professional Practice and Operations by completing clinical reviews as requested.

  • Educate and monitor modified staff who are assigned to the department to conduct peer auditing.

  • Collaborate with Principal Investigators for clinical trials to ensure adequate education and support for paramedics participating in the trials. Monitor compliance and support in the collection of data as required.

  • Support the implementation of new Patient Care Models by creating appropriate education and resources for paramedics. Meet regularly with external stakeholders that oversee our alternate destination locations to provide ongoing evaluation and implement system improvements.

  • Collaborate with HSIP to ensure timely and accurate Ministry reporting is achieved.

  • Monitor the Narcotics Tracking program and conduct regular reconciliation activities.

  • Audit and observe Quality Care Program firefighter documentation and/or care delivery for compliance with the Medical Directives.

  • Provide quarterly audit reports to QCP Fire Departments.

  • Track variances identified in QCP auditing and report these variances to the Manager of PD and the Medical Director.

3. Liaison, Communication, and Customer Service Activities:

  • Promote effective communication and public relations and work in co-operation with internal and external staff, management, and vendors.

  • Act as division lead for staff onboarding liaising with Paramedics Services operations and human resources as required.

  • Act as a representative of the Employee Experience team, and participate in various internal and external committees, task forces and focus groups.

  • Liaise with all County of Simcoe departments, Ministry of Health (MOH), hospitals, community colleges and other organizations.

  • Provide training programs and presentations to ensure alignment with services and programs across the division.

  • Build effective relationships with front-line paramedics to promote professional growth and development.

  • Ensure that the services provided meet customer service standards.

  • Collaborate with Municipal Fire Departments to support QCP department onboarding, annual education requirements and ongoing quality assurance.

  • Facillitae QCP quarterly Chief meetings to maintain communication channels, provide program updates and strengthen collaboration.

  • Collaborate with the Base Hospital program to ensure paramedics maintain certification and complete mandatory education.

4. Other Duties:

  • Maintain current knowledge of applicable professional practice standards, and adult learning and development principles.

  • Maintenance and operation of the Paramedic Simulation Lab to ensure a functional, organized, and supportive learning environment for staff.

  • Work in compliance with the Occupational Health and Safety Act and the Ambulance Act, and their regulations in performing duties in a safe manner and follows all County of Simcoe Health and Safety policies, procedures and legislation.

  • Maintains the highest standards of professionalism and adheres to the highest standards of practice for areas of responsibility and related issues.

  • Comply with provincial and county occupational health and safety legislation, regulations, policies and procedures.

  • Maintain confidentiality and privacy of information as per The Municipal Freedom of Information Protection and Privacy Act (MFIPPA), The Personal Health Information Protection Act (PHIPA), Personal Information and Electronic Documents Act (PIPEDA) and in accordance with County of Simcoe Policies and Procedures.

  • Other related duties may be assigned, as requested and as required, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Current Certification as a Paramedic.

  • Meet all qualifications set out by the MOH and the Ambulance Act.

  • Criminal Records Check with Vulnerable Sector Screening that is less than six (6) months old at time of hire.

  • Certificate and/or other Infection Control education are considered an asset.

  • Proof of annual CPR certification required.

  • Maintenance of Heart and Stroke CPR Instructor status.

  • As a condition of employment, candidates are required to submit documented results of TB testing, as per Public Health requirements.

  • Must have own reliable vehicle and valid Class F License.

EXPERIENCE

  • Minimum three (3) years Paramedic frontline experience.

  • Minimum two (2) years teaching experience in health care environment including program design, development and evaluation.

  • Demonstrated ability to develop, deliver & evaluate training programs and services.

  • Excellent problem solving & instructional/presentation skills.

  • Knowledge of the legislation, guidelines and regulations as they relate to the position and responsibilities of the Paramedic Services sector.

  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self-management, accountability, flexibility and adaptability.

  • Knowledge of and demonstrated ability using a variety of learning medium such as electronic presentation format and technologies, integrated multimedia and on-line learning technologies, video conferencing and in-house classroom design.

  • Analytical, research, planning, co-ordination, and project management skills with the ability to work independently.

  • Ability to deal cooperatively and effectively with all levels of staff, unions/employee/client groups and ability to foster cooperative/collaborative working relationships.

EFFORT

  • Some physical effort is required when transporting equipment, setting up training sessions, and when lifting/moving patients.

  • Mental concentration is required when planning, developing, and delivering training sessions.

WORKING CONDITIONS

  • Regular office environment.

  • Monthly frontline shifts providing patient care in a variety of unpredictable environments which may include inclement weather and road conditions, exposure to various conditions of noxious odours and bodily fluids, exposure to highly stressful and emotional situations when dealing with patients in crisis and may be exposed to verbal abuse situations when treating patients.

  • Requirement to travel within Simcoe County.

  • Requirement to travel to off-site locations in a timely and efficient manner, as required.

  • May be required to respond outside of working hours in emergencies in accordance with the Divisional Emergency Response Plan or to support QCP Trainers on a rotational basis.
