Duties and Responsibilities

  • Animal Welfare Enforcement — Conduct investigations into animal welfare concerns, perform welfare checks, and enforce municipal bylaws and provincial legislation. Document findings thoroughly and take appropriate action to ensure humane treatment.
  • Wildlife Co‑existence Support — Respond to calls involving wildlife, using humane, education‑first approaches. Provide residents with guidance on preventing conflicts, understanding wildlife behaviour, and safely coexisting with local species.
  • Community Safety Response — Attend urgent calls involving aggressive animals, injured wildlife, or situations posing risks to public safety. Coordinate with police, fire, and other emergency services when necessary.
  • Public Safety Orders & Charges – Issue Municipal Muzzle Orders and / or DOLA (Dog Owner’s Liability Act) forms to match the severity of the of the offense. Officers are expected to issue PON / APS charges for any bylaw violations, when warranted.
  • Field Patrol & Operations — Patrol assigned areas to identify issues proactively, pick up stray or lost animals, and transport animals safely using proper handling techniques. Maintain accurate digital records, reports, and evidence.
  • Public Education & Outreach — Engage with residents to promote responsible pet ownership, licensing compliance, and awareness of animal‑related bylaws. Participate in community events, school presentations, and various outreach initiatives.
  • Team Collaboration — Work closely with shelter staff, bylaw enforcement, veterinary partners, and wildlife organizations to ensure coordinated, compassionate service delivery.
  • Court & Legal Duties — Prepare detailed notes and evidence packages. Attend court as needed and provide clear, professional testimony as an expert witness.
  • Equipment & Vehicle Care — Maintain vehicles, tools, and equipment in safe working condition, ensuring readiness for field operations.
  • Health & Safety Compliance — Follow all safety protocols, including PPE use, zoonotic disease precautions, and safe animal‑handling practices.
  • Physical Capabilities - Ability to lift to 50 - 100 lbs., work in a fast past environment, work in varied weather conditions, must be willing to handle, restrain, to assist with containing pets and wildlife safely.

Skills and Qualifications

  • Completion of post‑secondary education (certificate, diploma, or degree) in Law Enforcement, Municipal By‑law Enforcement, Animal Health Sciences, Police Foundations, or a related field required.
  • 3 to 5 years of experience and applied knowledge in animal control, by‑law enforcement, or law enforcement preferred.
  • Experience in animal behaviour and handling domestic animals and wildlife, including injured, fractious, or deceased animals.
  • Exceptional customer service, problem‑solving, and conflict‑resolution skills.
  • Strong communication and notetaking skills, including experience with de‑escalation and tactical communications. Needed for interacting with the public, explaining regulations, and navigating potentially confrontational situations involving pet owners.
  • Good physical condition, with fitness, strength, and agility required for duties, including the ability to lift up to 50 -100 lbs. and work in adverse environmental conditions.
  • Flexibility to work rotating shifts, including nights, weekends, and holidays in a 24/7 continuous operation.
  • Proficiency with PC applications (MS Outlook, Word, etc.) and records management systems (e.g., Chameleon).
  • Valid Ontario Class G Driver’s License with a driving record acceptable to the City.
  • Rabies vaccination or recent titer check required.
  • Must provide a vulnerable sector criminal record check acceptable to the City.
  • Must be able to appear in court and provide testimony as an expert witness, maintaining the highest professional and ethical standards.
