Reporting to the Manager, Animal Services, the Manager, Public Education, Program Development & Analytics will inspire and direct a passionate team of educators, outreach specialists and program developers to design, deliver and continuously improve public-facing programming, volunteer initiatives and community events. You will champion world‑class animal care and community service excellence by blending evidence‑based program design with strong stakeholder partnerships, creative communications and data‑driven decision making. This role balances hands‑on leadership with strategic influence—translating analytics into measurable impact across Field Services & Enforcement, Animal Care & Wellness and Regulatory & Client Operations while ensuring all programming is accessible, culturally relevant and aligned with municipal objectives.

Duties and Responsibilities
Lead development and execution of evidence‑informed public education programs for schools, youth, new pet owners and priority communities.Design and oversee outreach campaigns to increase awareness of licensing compliance, responsible pet ownership, humane animal care and the SCARF special needs fund.Supervise, coach and evaluate education, outreach and program development staff, setting performance goals and identifying training needs.Establish, manage and enhance volunteer programs supporting shelter enrichment, outreach and program delivery, including recruitment, supervision and recognition.Apply data insights and KPIs to measure program outcomes, adapt offerings and align initiatives with strategic priorities.Develop targeted education campaigns in response to enforcement data, incident trends and geographic hotspots to support Field Services.Collaborate with Animal Care & Wellness to produce public education on pet wellness, disease prevention and proper care.Identify and implement best practices, technologies and evidence‑based approaches for public engagement and education delivery.Produce outreach materials, learning tools and social media content in collaboration with the City’s Strategic Communications and Marketing teams that meet corporate branding and accessibility standards.Coordinate and lead public events including adoption drives, education fairs and Animal Services Week.Build and maintain partnerships with schools, community associations, NGOs, sponsors, and sector stakeholders to expand program reach.Serve as a primary spokesperson and media contact for MASPrepare reports, presentations and briefings for senior management, Council and partner organizations; contribute to crisis communications when required.Manage program budgets, procurement and resource planning related to education and outreach initiatives.Ensure accessibility, inclusivity and cultural relevance across all educational content and delivery formats.Oversee integration of digital tools, in‑person learning and experiential outreach; pilot innovative program models and continuous improvement cycles.Skills and Qualifications
Post‑secondary degree or diploma in Public Administration, Education, Communications, Animal Welfare or a related field.5–7 years of progressively responsible experience in public programming, community outreach or education services, including 5 years in a supervisory or leadership role.Strong knowledge of instructional design, adult education principles and public outreach strategies.Demonstrated experience using data and analytics to inform program design, measure outcomes and report to stakeholders.Proven experience in volunteer program management, fundraising, event coordination and community campaign delivery.Excellent verbal and written communication, presentation and media engagement skills.Highly developed interpersonal, partnership building and stakeholder engagement abilities.Experience working cross‑functionally with operational teams to align education with enforcement and service delivery.Proficiency with MS Office, digital engagement platforms and social media tools.Ability to manage budgets, procurement and vendor relationships.Valid Ontario Driver’s Licence in good standing.Satisfactory criminal record check required prior to employment.Hourly Rate / Salary : $ 97,831.00 - $ 130,442.00
