Reporting to the Director, Energy & Environmental Sustainability, the Energy and Carbon Emissions Manager provides strategic leadership, planning and implementation of the energy / carbon and utility management programs at assigned locations in Fraser Health, Vancouver Coastal Health Authority, Provincial Health Services Authority and Providence Health Care (collectively, the Organizations ).
This includes effective collaboration and communication with all Facilities Management teams, Senior Leadership and external stakeholders;
ensuring that the Organizations are aligned with federal, provincial and local government climate change legislation and targets.
The Manager negotiates and facilitates consensus both internally and externally to the organization regarding energy / carbon and utility-focused project plans and represents the Health Authority on related industry committees.
Key partnerships include site leadership teams, facilities management staff and project managers as well as representatives from external agencies and organizations such as BC Hydro, FortisBC, Climate Action Secretariat and other external contractors.
What you’ll do
- Provides strategic leadership for planning, designing and efficient operation of energy demand systems. Develops implements and updates the Organizations’ strategic energy and carbon emissions reduction management plan and goals.
- Develops, implements, evaluates and manages effective energy and carbon emissions reduction practices at the assigned locations and liaises with our utility stakeholders to create and develop a communication and action awareness campaigns for Organizations.
- Responsible for managing a project budget for each energy and carbon emission reduction initiative to ensure successful implementation.
Works with assigned staff to review, analyze and interpret reduction data; implements appropriate changes to the project and / or project scope to meet specific environmental sustainability targets for the Organizations.
Benchmarks utility consumption data and intensity levels for assigned facilities and compares data with other facilities within the Organizations;
tracks and audits utility billing to ensure accuracy and follows up on potential errors.
- Identifies external incentives and funding sources for implementing energy and carbon reduction projects. Prepares business cases for these projects including analytical and presentation work to facilitate energy and reduction and awareness.
- Manages BC Hydro and Fortis BC incentive programs by developing and submitting applications related to new buildings and retrofit projects at the assigned facilities, in coordination with Facilities Department leads.
- Maintains industry leading knowledge of energy and carbon emissions management and energy efficiency practices and technologies by liaising with other experts, reviewing current relevant literature and attending various seminars and / or conferences.
- Provides direct management and supervision to the Energy Specialist(s) and provides oversight to the Energy Coordinators.
Works collaboratively with Sustainability Consultants.
- In collaboration with the Organization’s Climate Resilience Adaptation lead, provides technical expertise on site based low carbon resilience plans in accordance with climate change mitigation and adaptation legislation.
- In collaboration with Capital Project teams provides support and guidance on energy and carbon reduction strategies for major projects during all phase of the project procurement cycle.
What you bring
Qualifications
- Bachelor's Degree in Engineering, Building Technology or related field, a professional designation and additional training in energy / carbon emissions management, supplemented by seven (7) to ten (10) years’ recent related experience planning, implementing and operationalizing energy and carbon emission management programs in a large complex multi-site environment or an equivalent combination of education and training.
- Comprehensive knowledge of building mechanical, electrical and building automation systems. Comprehensive knowledge of project management principles and methodologies and experience with capital and operational projects.
Comprehensive knowledge and experience in contract management, budget development, business case development, financial controls and analysis.
Proven initiative, judgment, decision-making and problem solving capabilities. Demonstrated ability to lead, inspire and engage, promoting innovation.
Ability to work effectively under time pressure to meet deadlines balance work priorities and resolve problems in a timely manner.
Excellent communication skills with all stakeholders. Ability to work independently and as a member as a team. Physical ability to perform the duties of the position.

- Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan : A First Nations Case Study - and how they intersect across the health care system.
- Supports team members on their ongoing learning journey, ensuring education strategy for team / department to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety at a practical level.
- Ensure integration of the legislative obligations and provincial commitments into policies, procedures and programs prior to engaging IH teams / departments.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have : Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Salary Range : $$106,026 - $152,413 / year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan.
Salary will be prorated accordingly for part time roles.
