Health and Safety Program Manager
Status : Permanent, Full- time

Key Responsibilities
Safety Leadership & Culture
Lead the implementation and continuous improvement of the company’s Health & Safety
Management Program across all operations.
Support leadership in enabling a strong, consistent safety culture that aligns with company
values and operational realities.
Provide visible leadership in the field through regular site visits, safety meetings, and
engagement with frontline employees and supervisors.
Workforce Engagement
Work collaboratively with Joint Health and Safety Committees (JHSCs), and employee
representatives to address safety concerns and improve performance.
Participate in safety discussions, inspections, and investigations as required.
Ensure H&S elements are implemented in a manner consistent with collective agreements,
company policies, and legislative requirements.
Provide guidance to supervisors and managers on safety accountability within the operations.
Regulatory Compliance
Ensure program compliance with all applicable federal, provincial, and municipal occupational
health and safety legislation and standards, including but not limited to :
o Provincial OHS Acts and Regulations
o Canada Labour Code (as applicable)
o BCER, and other energy regulators
Maintain compliance with downstream-specific regulatory requirements and industry standards,
including those related to :
o Process safety and loss prevention
o Hazardous materials handling and storage
o Emergency response and fire protection
Act as the primary health and safety regulatory contact for external inspections, audits, and
enforcement actions.
Monitor regulatory changes and ensure timely implementation across operations.
Risk Management & Incident Management
Support the development and implementation of Leading Indicator activities including hazard
identification, risk assessments, and safe work practices for activities such as :
o Terminal and marine operations
o Product storage, loading / unloading, and product transfer
o Maintenance, turnaround, and contractor-heavy work
Lagging Indicators : Lead or oversee incident, near-miss, and highpotential event investigations
using root cause analysis methodologies (5-Why, Fishbone, Fault Tree).
Ensure corrective actions are tracked, completed, and communicated effectively across the
organization (Lessons Learned).
Contractor & Operational Safety
Work with Regional Operations to support the contractor H&S process for prequalification,
onboarding, and performance monitoring.
Ensure contractors comply with company standards, regulatory requirements, and site-specific
rules.
Support operational planning, maintenance activities, shutdowns, and turnarounds with
appropriate safety controls and oversight.
Conduct site inspections, audits, and field verifications to assess compliance and effectiveness of controls.
Training & Competency
Develop and oversee H&S training programs for employees, supervisors, and contractors.
Ensure training material compliance (, WHMIS, TDG, Confined Space, First Aid, Fire
Response)with regulatory requirements. .
Coach and mentor frontline leaders on safety leadership, hazard recognition, and incident
prevention.
Performance Monitoring & Reporting
Establish and monitor H&S performance indicators (KPIs) aligned with company objectives.
Prepare reports for senior leadership, regulators, and internal stakeholders.
Maintain accurate and auditable H&S documentation, records, and system
Qualifications & Experience
Education & Certifications
Postsecondary education in Occupational Health & Safety, Engineering, Industrial Hygiene, or a related field.
CRSP (Canadian Registered Safety Professional) designation preferred or working toward
certification.
Experience
8–12 years of progressive Health & Safety experience in oil &; gas operations, including refinery
operations, pipeline and tank farm operations marine or rail loading / offloading operations, or
other related industrial operations.
Demonstrated experience working in unionized environments, including interaction with JHSCs
and union leadership.
Strong knowledge of Canadian OHS legislation and downstream operational risks.
Experience supporting contractorintensive operations and maintenance activities.
Skills & Competencies
Strong leadership and interpersonal skills with the ability to influence across all levels of the
organization.
Excellent communication skills (bilingual), including experience engaging union and nonunion
workforces.
Proven incident investigation, audit, and risk management expertise.
Practical, solutions oriented approach to safety in an operational setting.
Proficient in Microsoft Office and H&S reporting and management systems.
Willingness to travel and work flexible hours to support operational needs.
Working Conditions
Combination of office, terminal, plant, and field environments across our Canadian operating
sites
Travel to operational sites and participation in offhours activities (shutdowns, incident response) as required.
