Job description

Job Summary

The Clinical Efficiency Program / Quality Improvement Manager supports patient access and flow initiatives across the organization. This position acts as an internal consultant in facilitation, coaching, change management, and process improvement; and works closely with managers, physicians, and front-line staff to identify, direct, and implement quality improvement processes. The Clinical Efficiency Manager supports / assists the Director in planning, implementing and evaluating program and organizational initiatives. Responsibilities include leading access and flow initiatives across the organization programs; working collaboratively to assist the organization to achieve strategic objectives and goals; identifying, analyzing, and mitigating risk to improve patient care; collaborating with key stakeholders to develop, guide and monitor appropriate utilization indicators, clinical practice guidelines, and special projects; identifying barriers to efficient and effective delivery of health care services; promoting positive employee relations and fostering a team approach in the delivery of care; facilitating and supporting the budget and resource allocation process for programs and departments through process improvements; establishing key performance indicators to identify gaps in and outcomes of service delivery; and using evidence informed practice to facilitate decision making processes.

This position has staff oversight responsibilities within the Clinical Efficiency Program, which includes providing leadership and supporting development of the Discharge Planning Liaison Nurses.

Job Qualifications

Education

Baccalaureate degree in a health-related discipline or other related degree is required.

Master's degree is preferred.

Experience

Minimum of five years of clinical experience is required.

Experience with LEAN, change management and quality process improvement initiatives including implementation and evaluation is required.

Previous management experience is an asset.

Experience in an acute care setting is an asset.

Experience in change and project management is an asset.

Competencies (Knowledge, Skills & Abilities)

Knowledge of LEAN and quality improvement methodologies and implementation.

Knowledge of change management and project management methodologies.

Knowledge of legal, ethical and clinical implications for evidence-based practices that affect patient care / flow and quality outcomes.

Demonstrated change through leading, motivating, and empowering staff to align with Eastern Health's commitment to continuous quality improvement.

Demonstrated high-level of oral, written and presentation skills.

Exhibited strong facilitation skills to promote teamwork.

Ability to research, critically analyze, and interpret information from a variety of sources and subject areas.

Other

Current registration / licensure in the relevant professional association is required.

Travel is required between the many sites within the province.

Flexibility in work hours is required as meetings with stakeholders may occur outside of regular work hours to accommodate their work schedules.

A satisfactory record of work performance and attendance is required.
