Job Summary

Under the direction of the Manager Employee and Labour Relations the Labour Relations & Employment Equity Officer will help guide management and administration in employment activities associated with all staff in a unionized and non-unionized workplace environment. A key focus of this role is advancing equitable consistent and human-rightsaligned practices across all aspects of labour relations and employment programs. The work includes supporting Board Leaders in the fair and equitable management of staffing programs performance and progressive discipline day-to-day contract administration and grievance management. The role promotes harmonious respectful and inclusive relations between the Board and its employees by ensuring that workplace issues and concerns are addressed through processes grounded in equity procedural fairness and transparency. Using appropriate learning design and delivery the incumbent will collaborate to design and deliver programs and resources that enhance leadership capacity incorporate equity-informed approaches and support efficient consistent administration of and compliance with collective agreements Board policy and procedure.

Qualifications / Experience

Possess post-secondary education in Human Resources Management. A University degree specializing in Industrial
Relations Labour Relations would be an asset.

Formal education or training in equity diversity inclusion and/or human rights principles.

Certified Human Resources Professional/Leader (CHRP/CHRL) designation is required.

Equivalent combination of education and experience may be considered.

Five (5) to seven (7) years of experience in Human Resources/Employee Relations with increasing experience and
leadership in contract administration employee discipline employee investigations employment standards and labour
relations legislation human rights and educational labour relations research equity and inclusion best practices
preferably within a large unionized organization in the public sector. Education sector experience is an asset. An
equivalent combination of education and experience may be considered.

Developed research and report writing skills are required to meet operational requirements.

Flexible well-organized and comfortable working well under pressure and tight deadlines to produce high quality work
in a timely manner.

Proficient in various computer applications and software including but not limited to: Microsoft and iOS Suites
(including Excel and Access database analytics) HRIS systems etc.

Responsibilities

Participate in and coordinate the collective bargaining process including developing HCDSB strategy with a focus on
equitable and inclusive labour practices.

Assist the Manager Employee and Labour Relations in preparing summary reports of negotiated collective agreement
amendments and grievance reports and develop in-services on the application of collective agreements Board
programs and equity-aligned practices.

Administer collective agreements including providing strategic advice on the interpretation and application of the
agreements applicable legislation and equity considerations in decision-making.

Participate in grievance and arbitration processes as required.

Advise Supervisory and Management personnel as well as employees on employment policies and procedures the
Employment Standards Act the Education Act the Ontario Human Rights Code the Workplace Safety and Insurance
Act the School Boards Collective Bargaining Act (SBCBA) the Accessibility for Ontarians with Disabilities Act (AODA)
the Ontario College of Teachers Act the Education Act and other applicable legislation with attention to equity
human rights and inclusive workplace practices.

Maintain open lines of communication with Union/Association officials to identify employee-related issues early
supporting equitable and respectful engagement. Interact with Union Executives and National representatives on
workplace issues.

Assist in mediating workplace conduct and sexual harassment allegations by extracting interests and needs of
participants while ensuring neutrality confidentiality equity and the development of options for settlement that are
congruent with Board practice and protocol.

Coordinate and participate in joint consultation meetings between the Board and its Unions/Associations ensuring
that all areas of concern and conflict are identified and addressed through fair and equity-focused processes.
Investigate matters discussed in an effort to resolve problems and avoid long-term difficulties or potential grievances.

May be required to work varied hours beyond normal business hours in order to respond to emerging demands.
