Project Opportunity

The Cross Fraser Partnership team that will collaborate with the Province through the development phase is comprised of Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., and Pomerleau BC Inc.

The Fraser River Tunnel Project includes a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separate active transportation corridor for cyclists and pedestrians. ​The project also includes replacing the Deas Slough Bridge and decommissioning of the existing tunnel once the new immersed tube tunnel is in operation.​

FCC Canada is looking for an Environmental Manager to join the Cross Fraser Partnership.

Reports to : Environmental Director

The Environmental Manager helps the project operate more sustainably. Their primary duties include creating and implementing environmental programs and policies, overseeing the organization’s environmental performance, and ensuring the organization is complying with provincial or territorial environmental policies.

Main Responsibilities

  • Manage all environmental issues associated with the Project on a day-to-day basis, including overseeing the environmental monitoring and follow-up program in accordance with the Environmental Reference Documents, Additional Environmental Reports, Applicable Laws, and any applicable Permits, Licenses, Approvals, and Agreements.
  • Establish and maintain working relationships with relevant Governmental Authorities and Stakeholders in cooperation with the Contracting Authority Representative.
  • Ensure effective operation of the Environmental Management System on a day-to-day basis.
  • Ensure that environmental issues are addressed and requirements are met in accordance with the Environmental Reference Documents, Additional Environmental Reports, and the Project Agreement.
  • Develop, track, and monitor environmental metrics in line with best practice standards.
  • Monitor resource use to ensure compliance with waste management and recycling policies.
  • Analyze environmental monitoring data and prepare compliance reports.
  • Provide training to employees to ensure their understanding of environmental policies.
  • Conduct inspections of industrial facilities, homes, businesses, and other locations to identify potential environmental hazards and violations.
  • Conduct research on new technology relevant to environmental issues, such as alternative energy sources or pollution prevention methods.
  • Supervise and manage the work of staff in an environmental department or division of a company or organization.
  • Develop plans to reduce greenhouse gas emissions and adapt to climate change impacts such as rising sea levels or increased frequency of extreme weather events.
  • Manage all aspects of an organization’s environmental compliance, including development and implementation of policies, procedures, and systems to ensure compliance with environmental laws and regulations.
  • Review and approve plans for building construction or renovation to ensure compliance with environmental laws and regulations.
  • Manage an organization’s recycling efforts, such as collecting recyclables from customers or designing an effective recycling program for large businesses.

Education and Qualifications

  • 10 years of work-related experience on projects of similar size, scope, and complexity to the Project.
  • Bachelor’s degree in environmental management, environmental policy, environmental engineering, or a similar field to exemplify the necessary knowledge with prior experience in project management and the environmental sector for a minimum of 3 years. A master’s degree in a related field would be an asset.
  • Experience with ISO 14001 management system. Understanding the standard requirements. ISO 14001 Internal Auditor certification preferred.
  • Job Requirements

  • In-depth knowledge of provincial or territorial environmental policies.
  • Experience in successfully managing all Environmental Aspects of transportation projects in the Province of British Columbia.
  • Knowledge of relevant federal and provincial environmental policies, procedures, and legislation.
  • Experience liaising with other specialty consultants, contractors, and Governmental Authorities.
  • Experience with similar projects in the Province of British Columbia.
  • Familiarity with Disposal at Sea Permit regulations would be an asset.
  • Knowledge and experience with dredging management would be an asset.
  • Knowledge and experience of Fisheries Act would be an asset.
  • Excellent written and verbal communication skills.
  • Ability to solve problems efficiently.
  • Ability to develop innovative project ideas for reducing environmental impact.
  • Ability to complete assigned projects on time within a designated budget.
  • Ability to lead a team and designate project tasks effectively.
  • Ability to analyze data and create reports.
  • Strong interpersonal skills.
  • Willingness to conduct environmental research and create policies from the research.
  • Strong public speaking skills to communicate with groups of people about environmental issues.

    The expected salary range for this opportunity is $130,000-$170,000 CAD. Please note that salaries may vary depending on the candidate’s experience and geographical location. Listed compensation is exclusive of bonus and in addition to our extensive employee benefits program. Availability of certain benefits may vary based on the specific job role.
