Position Summary
Reporting to the Risk Manager, the Claims Investigator is responsible for the investigation and processing of claims for and against the City of Regina, determining the extent of the City’s liability to achieve successful settlement of claims.
The Claims Investigator may deal with emotional situations and must be able to clearly explain reasons for settlement or denial in court or to claimants.
The secondary responsibilities will include assisting the Risk Manager in providing risk management services to the City.
Key Duties & Responsibilities
- Receives claims from internal departments, external third parties and the public.
- Investigates all claims against the City.
- Review and analyze information provided by departments to determine any liability on the part of the City related to the delivery of municipal services.
- Determines degree of negligence, obtains estimates of damage, prepares loss and recovery documents.
- Negotiates and finalizes claims with individuals, companies and insurers.
- Pursues recovery for damage to City property.
- Participates in legal proceedings including hearings, mediation, arbitration, discoveries and trials.
- Assist the Risk Manager with the annual insurance renewal process.
- Answers routine calls and inquiries regarding claims and advises the public of the procedures to follow when presenting a claim.
- Provides technical advice and interpretation of The Cities Act, other provincial legislation, bylaws and regulations for the claimants, external stakeholders and various City departments on matters relating to claims.
- Performs related work as required.
Key Qualifications
- University degree / College diploma (or equivalent experience) and Chartered Insurance Professional (CIP) or Fellow Chartered Insurance Professional (FCIP).
- Two (2) to three (3) years of experience as a general claims adjuster in multiple lines of coverage including liability claims and insurance work.
- Knowledge of claims handling, procedures and general insurance industry.
- Knowledge of claims recovery principles and procedures.
- Knowledge of the principles, practices and techniques involved in the processing of insurance claims.
- Knowledge of value, depreciation, betterment, repair and replacement costs of insurable items.
- Ability to communicate effectively, both orally and in writing.
- Ability to examine and analyze data and arrive at sound decisions based on data collected.
- Ability to demonstrate strong negotiation skills and experience in achieving favourable settlements.
- Ability to make independent decisions and recommend settlements in all varieties of claims.
- Ability to communicate tactfully and sensitively with the public, City employees and elected officials.
- Must be highly organized and able to work under pressure in a fast-paced environment.
Working / Other Conditions
Must possess a valid driver’s licence and have a car available for work usage.

Successful candidate may be required to obtain and provide a satisfactory criminal record check, as per the City of Regina's Criminal Record Check Policy.
Successful candidate will be required to provide proof of acquired education.
